CITY COUNCIL AGENDA REPORT <br /> September 18, 2018 <br /> Community Development <br /> Planning Division <br /> TITLE: ADOPT A RESOLUTION FOR A PREANNEXATION AGREEMENT WITH <br /> ARTHUR BALIZAN FOR WATER AND SANITARY SEWER <br /> CONNECTIONS TO AN EXISTING RESIDENCE LOCATED AT <br /> 6409 ALISAL STREET <br /> SUMMARY <br /> Arthur Balizan, property owner of 6409 Alisal Street, is requesting water and sanitary <br /> sewer services to be established to serve the residence located within the Happy Valley <br /> Specific Plan (HVSP) area outside city limits. Prior to allowing a property located within <br /> the County to connect to the City water and sanitary sewer systems, the City requires <br /> the property owner to enter into a preannexation agreement. If the preannexation <br /> agreement is approved, the property owner will need to apply for and receive an out-of- <br /> area service agreement from the Alameda County Local Agency Formation Commission <br /> (LAFCo). The Livermore-Amador Valley Water Management Agency (LAVWMA) may <br /> also require approval of the sanitary sewer connection. <br /> RECOMMENDATION <br /> 1. Approve the Preannexation Agreement between Arthur Balizan and the City of <br /> Pleasanton, subject to modifications approved by the City Manager and City Attorney, <br /> and authorize the City Manager to execute the agreement. <br /> 2. Authorize Arthur Balizan to file an application with LAFCo for the extension of water <br /> and sanitary sewer services to this property and to seek LAVWMA approval, if <br /> needed, of the water connection. <br /> 3. Authorize connection of 6409 Alisal Street to the City water and sanitary sewer <br /> systems, provided: all connection work is done to the satisfaction of the City <br /> Engineer; all costs are borne by the property owner; and the proposed extension of <br /> City services is approved by LAFCo, and LAVWMA, if needed. <br /> FINANCIAL STATEMENT <br /> The property owner would be required to pay all costs associated with extending the <br /> water and sanitary sewer systems, including City, County, and LAFCo permitting costs, <br /> and other agency fees and connection charges. <br />
