She hoped the City will allow her to continue to grow her business and help more people in the community. Mayor Thorne clarified the ordinance will not limit the number of technicians to hire, but rather addressed the expansion of physical space. Mayor Thorne closed the public hearing. City Manager Fialho reported what gave rise to this issue were the inconsistent permitted uses in the Downtown Specific Plan area. Staff is only asking to pause, for a few months, until the Downtown Specific Plan is completed in order to align with future land-use patterns with the zoning. Councilmember Narum stated she is on the Downtown Specific Plan Committee Taskforce, and the goal is to make the area, vibrant, while still preserving the old, eclectic nature. She added the house on Division Street has an anomaly as it is zoned "office" and in the middle of a residential zone. A group approached the City wanting to sublease the house for massage therapy. Residents in the area became concerned and caused the Taskforce to acknowledge the need to consider what is appropriate for the area. No one suggested banning or removing them, but to figure out where they make sense as part of redoing the Downtown Specific Plan. She asked the public to work with the City and encouraged interested parties to attend the next Taskforce meeting to address their concerns. She referenced similar actions related to banks on Main Street, where Council approved an ordinance allowing one bank per block. Mayor Thorne reported he chairs the Taskforce and added it has never considered Massage Therapists to be sex workers and addressed the reasons the Taskforce are addressing the matter. Councilmember Brown thanked the massage therapists in attendance and noted the need to balance the types of businesses in the Downtown Specific Plan area. Brief discussion followed regarding the definition of "massage" and the number of massage therapy permits versus the number of establishments. MOTION: It was m/s by Narum/Brown to waive full reading and adopt Urgency (Interim) Ordinance No. 2183 prohibiting the issuance of specified approvals and permits for new or expanding massage establishments within the Downtown Specific Plan area: (1) issuance of a written report describing measures taken to alleviate the condition which led to the adoption of the ordinance; and (2) extending the Ordinance for 22 months and 15 days.
