Fee Summaries and Comparisons to Other Jurisdictions
<br /> For a variety of reasons, the City Council may set development impact fees less than
<br /> the maximum calculated through the Nexus Study. One such reason is to set fees that
<br /> are competitive with surrounding jurisdictions. To help determine competitive fees to
<br /> charge, EPS and staff compiled development impact fees from surrounding
<br /> jurisdictions. The May 1, 2018 City Council agenda report and presentation included
<br /> Dublin, Livermore, Fremont and San Ramon in the comparisons but those comparisons
<br /> did not include all Development Impact Fees, only facilities, parks transportation, and
<br /> affordable housing fees. As previously discussed, staff compared Pleasanton's
<br /> cumulative Development Impact Fees2 with those of Dublin and Livermore. Staff
<br /> focused on those two cities for all-in comparisons since all three cities are required to
<br /> pay Zone 7 impact fees which are relatively high. In addition, they are Pleasanton's
<br /> closest neighbors. The following compares Pleasanton's cumulative current and
<br /> maximum Development Impact Fees identified in the Nexus Study with those of
<br /> Livermore and Dublin for each land use type calculated for a typical size development.

<br /> As described in Table 6 above, compared to Dublin and Livermore, all but the Retail
<br /> land use category of Pleasanton's current development impact fees is the lowest.
<br /> Further, Pleasanton's current fees are between 67% to 85% of the average of Dublin
<br /> and Livermore's fees. Pleasanton's maximum fees identified in the Nexus Study are
<br /> 100% of the Dublin/Livermore average for Single Family development and 95% of the
<br /> Dublin/Livermore average for multi-family development. However, total Development
<br /> Impact Fees assuming maximum fee in the Nexus Study of the average for Dublin and
<br /> Livermore for commercial land uses (Retail, Office and Industrial) range between 275%
<br /> to 662%. As described in tables 7 and 8 below, the maximum Affordable Housing fees
<br /> for commercial land uses are the reason for the extreme variation from the average of
<br /> Dublin and Livermore.
<br /> Cumulative Development Impact Fees include all impact fees charged to developers including: public
<br /> facilities, parks, affordable housing, local and regional transportation fees, local and regional water and
<br /> sewer connection fees, and school impact fees.
