The only restrictions should be those that may be <br /> in violation of the zoning where this synagogue is located. <br /> Condition #6: restricts any number of persons from being outside before 10 AM <br /> or after 10 PM <br /> Condition #8: restricts the students of Chabad's preschool to 2.5 hours of <br /> outdoor time per day and only from 10:30 a.m.-12 p.m. and from <br /> 3-4 p.m. <br /> Condition #10: restricts the number of activities with amplification to 2 <br /> Condition #11: restricts the opening and closing of windows and doors of the <br /> facility. <br /> These restrictions are intended by this government to restrict Chabad's right to exercise <br /> its religious freedom in a manner that is consistent with every other house of worship in <br /> the City of Pleasanton. <br /> The neighboring St. Clare's Episcopal Church, which shares the same area of land with <br /> Chabad, has none of the restrictions that this City wants to place on Chabad. <br /> This City is restricting the rights of the Jewish Community because a few of its citizens <br /> are saying, as they did in front of the Planning Commission, "not in my neighborhood". <br /> It was for this reason (amidst others) that the Federal Government passed RLUIPA.
