As part of the DSP update effort, the dedicated Task Force and ultimately the Planning <br /> Commission and City Council will be considering the appropriate mix of desirable land <br /> uses in downtown Pleasanton. Relative to massage establishments, considerations <br /> could include concentration thresholds (e.g., an overall limit on the number of massage <br /> establishments located downtown) and/or separation thresholds (e.g., a massage <br /> establishment has to be separated from another establishment by a certain radius or <br /> linear feet on a specific street). In addition, the DSP update Task Force has expressed <br /> support for an Active Ground Floor Overlay area that would require active uses on the <br /> ground floor of tenant spaces fronting Main Street. The definition for "active uses" as <br /> currently drafted excludes personal services, such as massage establishments and <br /> hair/nail salons, meaning that upon adoption of the DSP, massage establishments and <br /> other personal services would not be allowed on the ground floor of tenant spaces <br /> fronting Main Street. These considerations have been added to the DSP Task Force <br /> work plan, and the Task Force will be reviewing and evaluating options in the coming <br /> months. <br /> Option for Consideration <br /> In addition to the recommended action, the City Council could consider the following <br /> option: <br /> Option 1: Do not extend the Ordinance and allow it to expire. <br /> Under this option, the City Council would not extend the Ordinance, and the Ordinance <br /> would expire. The City would resume issuing permits for new massage establishments <br /> and the expansion of existing massage establishments in accordance with code <br /> requirements. <br /> CONCLUSION <br /> Staff recommends the City Council take the following actions related to the Ordinance: <br /> (1) issue a written report describing the measures taken to alleviate the condition which <br /> lead to the adoption of the Ordinance; and (2) consider extending the Ordinance as <br /> modified for 22 months and 15 days. <br /> Submitted by: Approved ,y: <br /> Gerry Beaudin Nelson Fialho <br /> Director of City Manager <br /> Community Development <br /> Attachments: <br /> 1.
