Public Comment <br /> John Bower addressed the May 15t staff report on potable water reuse; distributed a report issued <br /> to the Zone 7 Water Agency Board of Directors that he felt did not accurately reflect the Council's <br /> view on the matter. <br /> City Manager Fialho noted the City's position was to proceed with the next step and that <br /> Pleasanton will move forward incrementally. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 23. PULLED FROM THE AGENDA — Public Hearing: Consider a resolution to approve rates for <br /> solid waste, recyclable materials and organic materials collection <br /> 24. Review and consider of the City of Pleasanton Legislative Framework and participation in the <br /> Coalition to End Homelessness <br /> Assistant to the City Manager Becky Hopkins presented the staff report and a PowerPoint <br /> Presentation. Ms. Hopkins noted the Legislative Framework the guiding principles, goals and <br /> strategies, and the City's legislative focus areas for 2018. The 10 guiding principles reflect the City <br /> Council's current priorities and are indicative of the City's guiding documents, including the <br /> General Plan. The goals provide focus for the legislative framework and the strategies provide <br /> processes to achieve the legislative goals. She noted the City has been successful working with <br /> its consultant, Thompson Legislative Affairs, and commented on various achievements in 2018. <br /> The Legislative Subcommittee met to review the proposed framework and identified various goals. <br /> Seven areas were identified, including fiscal sustainability, fostering economic prosperity, <br /> infrastructure, local control, safe and secure community, sustainable development and regional <br /> collaboration. <br /> Ms. Hopkins spoke regarding the City's effort related to AB 2923. The author has taken several <br /> amendments from the coalition and the bill will be in committee next week. This legislation will <br /> give BART land-use authority over property they own or buy. The coalition wants to clarify the <br /> dates authority takes place, and the definition of which point on the property line where they <br /> exercise authority. <br /> City Council Minutes Page 3 of 5 June 19, 2018 <br />
