Patty Recupero urged Council to pass the moratorium as it will give staff and City Council the <br /> opportunity to explore all the pros, cons, and loopholes in the current regulations. The current <br /> wording protects all current and existing massage businesses by grandfathering them, reduces <br /> competition for consumer dollars for these existing businesses. <br /> Mayor Thorne noted the moratorium could eventually last up to two years. <br /> Mayor Thorne closed the public hearing. <br /> MOTION: It was m/s by Brown/Olson to waive full reading and adopt Interim Urgency Ordinance <br /> No. 2182 prohibiting the issuance of specified approvals and permits for new or expanding <br /> massage establishments within the Downtown Specific Plan area. <br /> Ayes: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> MATTERS INITIATED BY COUNCIL - None <br /> COUNCIL REPORTS <br /> Mayor Thorne reported there are discussions occurring at LAFco about islands, incorporating areas like <br /> Happy Valley and the Raymond Tract, and the objective is to close them. <br /> Councilmember Brown announced National Night Out on August 7, 2018. <br /> ADJOURNMENT <br /> Councilmember Pentin requested a moment of silence in honor of the Fire Fighter who passed in his <br /> duties fighting the Ferguson fire, in Yosemite. There being no further business, the meeting was <br /> adjourned at 7:54 p.m. The Council extended a tribute to our nation's men and women serving in the <br /> military.
