Tri-Valley Local Hazard Mitigation Plan;Volume 1—Planning-Area-Wide Elements <br /> Federal Emergency Management Agency(FEMA)encourages multi jurisdictional planning under its guidance for <br /> the DMA.Local special districts that participated with the cities to develop this hazard mitigation plan are the <br /> Dublin San Ramon Services District,the Livermore Valley Joint Unified School District,and the Dublin Unified <br /> School District. <br /> The plan will help guide and coordinate mitigation activities throughout the planning area. It was developed to <br /> meet the following objectives: <br /> • Meet or exceed requirements of the DMA. <br /> • Enable all planning partners to continue using federal grant funding to reduce risk through mitigation. <br /> • Meet the needs of each planning partner as well as state and federal requirements. <br /> • Create a risk assessment that focuses on local hazards of concern. <br /> • Meet the planning requirements of the Federal Emergency Management Agency's(FEMA's)Community <br /> Rating System(CRS),allowing planning partners that participate in the CRS program to maintain or <br /> enhance their CRS classifications. <br /> • Coordinate existing plans and programs so that high-priority projects to mitigate possible disaster impacts <br /> are funded and implemented. <br /> The long-term benefits of mitigation planning include the following: <br /> • An increased understanding of hazards faced by all planning partners <br /> • A more sustainable and disaster-resistant community <br /> • Financial savings through partnerships that support planning and mitigation efforts <br /> • Focused use of limited resources on hazards that have the biggest impact on the communities <br /> • Reduced long-term impacts and damage to human health and structures,and reduced repair costs. <br /> 1.2 WHO WILL BENEFIT FROM THIS PLAN? <br /> All citizens and businesses of the planning area are the ultimate beneficiaries of this hazard mitigation plan.The <br /> hazard mitigation plan reduces risk for those who live in,work in,and visit the planning area.It provides a viable <br /> planning framework for all foreseeable natural hazards.Participation in development of the hazard mitigation plan <br /> by key stakeholders helped ensure that outcomes will be mutually beneficial.The resources and background <br /> information in the plan are applicable across the planning area, and the plan's goals and recommendations can lay <br /> groundwork for the development and implementation of local mitigation activities and partnerships. <br /> 1.3 CONTENTS OF THIS PLAN <br /> This plan has been set up in two volumes so that jurisdiction-specific elements may be easily distinguished from <br /> those that apply to the whole planning area: <br /> • Volume 1—Volume 1 includes all federally required elements of a disaster mitigation plan that apply to <br /> the entire planning area.This includes the description of the planning process,public involvement <br /> strategy,goals and objectives,planning area hazard risk assessment,planning area mitigation actions,and <br /> a plan maintenance strategy. <br /> • Volume 2—Volume 2 includes all federally required jurisdiction-specific elements in annexes for each <br /> participating jurisdiction. It includes a description of the participation requirements established by the <br /> Steering Committee,as well as instructions and templates that the partners used to complete their <br /> annexes.Volume 2 also includes"linkage"procedures for eligible jurisdictions that did not participate in <br /> development of this plan but wish to adopt it in the future. <br /> 1-2 TETRA TECH <br />
