BACKGROUND <br /> Original PUD Application <br /> On February 11, 2015, the Planning Commission recommended the approval of PUD- <br /> 108, a Planned Unit Development (PUD) application by BHV, Center Street Properties, <br /> LLC, to construct an approximately 112,000-square-foot shopping center and related <br /> off-site and on-site improvements on approximately 11.5 acres of the Retail/Commercial <br /> site at Staples Ranch, which is now addressed as 2693 to 2733 Stoneridge Drive. <br /> On March 17, 2015, the City Council approved PUD-108 by adopting Ordinance No. <br /> 2114. The approved PUD plan provided for the articulation of architectural features for <br /> the proposed buildings along the Stoneridge Drive and El Charro Road frontages to <br /> enhance the aesthetics of the development. These features encroach onto minor <br /> portions of the existing public service easements (PSE) on Stoneridge Drive and El <br /> Charro Road frontage and require the developer to provide plats and legal descriptions <br /> for the vacation of PSEs as determined by the Director of Engineering/City Engineer. <br /> On April 11 , 2016, BHV Center Street Properties, LLC entered into an off-site public <br /> improvement agreement to construct public improvements within the public right-of-way <br /> along the Stoneridge Drive and El Charro Road frontage, submitted performance and <br /> labor and material bonds, and paid all inspection fees. <br /> All off-site and on-site improvements have been constructed and the public <br /> improvements are ready for acceptance. <br /> DISCUSSION <br /> Construction of Off-Site Improvements <br /> The off-site public improvement agreement provided for the construction of the following <br /> public improvements: <br /> • Along the El Charro Road frontage: <br /> o Roadway widening of southbound El Charro Road; and <br /> o Approximately 500 linear feet of curb, gutter, and six-foot wide sidewalk; and <br /> o Storm drain improvements consisting of 444 linear feet of 12-inch diameter <br /> pipe, 359 linear feet of 18-inch diameter pipe, one manhole, and five drainage <br /> inlets; and <br /> o An emergency vehicle access (EVA) driveway. <br /> • Along the Stoneridge Drive frontage: <br /> o Traffic signal modifications at the intersection of Stoneridge Drive and Auto <br /> Mall Way; and <br /> o Approximately 760 linear feet of six-foot wide sidewalk; and <br /> o A bus shelter. <br /> Construction of On-Site Improvements <br /> The on-site improvements included the construction of five buildings totaling <br /> approximately 112,000 square feet, private sanitary sewer and water laterals, private <br /> fire water line, private storm drain system including bioswales and related private <br /> improvements. <br /> Page 2 of 3 <br />
