BACKGROUND
The 2018 Curb & Gutter Removal/Replacement project consisted of removing and
replacing 3,782 square feet of sidewalk that presented potential tripping hazards, 4,151
lineal feet of cracked curb and gutter that had drainage problems, and the installation of
33 new pedestrian ramps for ADA. In addition, two custom ADA ramps were installed at
the Senior Center to lower the sidewalk and improve ADA access to the facility.
On March 6, 2018, Pleasanton's City Council awarded the contract to the lowest
responsible bidder, Rosas Brothers Construction, in the amount of $535,375. Council
authorized the Director of Engineering to approve change orders up to the project
contingency amount of $71,133. The project has since been completed and is ready for
acceptance.
DISCUSSION
Budget
Funding for the project was provided through the Annual Curb and Gutter Replacement
Project, CIP No. 17509, for $350,000; and transfers from the Annual ADA Ramp
Installation, CIP No. 17505, for $112,000; Foothill Sidewalk, CIP No.17512, for $83,536;
Junipero/Independence Traffic Calming, CIP No. 17557, for $20,050; and from the
Black Avenue Traffic Calming, CIP No. 15549, for $71,106.
A total of two change orders were issued for this project, addressing unforeseen items
including additional concrete work at the Senior Center, additional curb and gutter along
First Street, and one additional access ramp on Railroad Avenue and Spring Street.
Due to its advanced age and construction type, the curb and gutter along First Street
began crumbling when work began, requiring an additional 550 feet of curb and gutter
removal.
Alexander and Associates surveyed the ADA ramps along First Street to aid in the
design of the ramp replacements. Suarez and Munoz Construction assisted the project
by installing planting along First Street and Arendt Way to create a visual barrier to the
end of the sidewalk and improve the safety of the intersection. West Coast Arborists,
Inc. provided tree trimming to prevent damage to City trees along the streets where
work took place.
The final project funding and expenditures are summarized in Attachment 1 , indicating a
total project expenditure of $631,232 and remaining fund balance of $5,460. Staff
recommends the transfer of the remaining balance back to the Gas Tax Fund.
