additional tools to make accurate and informed decisions about the performance of the <br /> city's arterials. <br /> IDEA Grant funds will be used to add ATSPM technologies at an additional 48 <br /> intersections. These intersections include signal-coordinated corridors on Bernal <br /> Avenue, Santa Rita Road, Stanley Boulevard/First Street/Sunol Boulevard, and <br /> Stoneridge Drive. Intersections at the city limits are also included to better understand <br /> cut-through traffic and commute patterns through the city. <br /> The City has recently partnered with the Waze mobile application, through their <br /> Connected Citizens Program, to exchange real-time traffic information. This information <br /> consists of road construction-related activities, accidents, and traffic congestion. It is <br /> envisioned that leveraging ATSPM and travel patterns with Waze data will represent a <br /> holistic picture of the conditions of the transportation network. <br /> While ATSPM technology typically produces high resolution traffic data and analytics, <br /> the procurement process will include ATSPM technology that can address the following <br /> needs: <br /> • Diagnose signal related issues quickly <br /> • Implement a system that will produce useful data to make signal timing <br /> improvements <br /> • Identify commute patterns to and through the city <br /> • Implement a system that supports improvements for traffic congestion and air <br /> quality <br /> • Implement a system that can integrate with mobile application data such as crash <br /> data, weather conditions, and social media (traffic-related media). <br /> Funding Agreements <br /> A 25 percent local match is required. The first funding agreement, representing 15 <br /> percent of the local match, outlines the responsibility of the City of Pleasanton's local <br /> match contribution of $54,285. The portion used to pay for City-incurred expenditures is <br /> included in the second funding agreement, which outlines the responsibility of the MTC <br /> to reimburse the City for actual project costs incurred. This second funding agreement <br /> amount of $281,435 includes the MTC grant amount of $271,425, as well as the City's <br /> match to pay for City-incurred costs. <br /> As previously mentioned, Alameda CTC will provide 15 percent of the 25 percent local <br /> match. Alameda CTC is in the process of drafting funding agreements with Alameda <br /> County agencies receiving IDEA Grant funds. Pleasanton's funding agreement with the <br /> Alameda CTC will be presented for City Council consideration later this summer. <br /> Page 3 of 4 <br />
