the City's parking requirements; however, staff suggests employees be given the opportunity to
obtain a transit pass or some other incentive to discourage use of single-occupant vehicles.
Mayor Thorne opened the public hearing.
Steve Guest, Principle with RMW Architects, introduced his colleagues in attendance, noted
agreement with all Conditions of Approval, and offered to respond to questions.
Bob Alvarado, Applicant, reported they have been at the site since 1981 and they have never
received a complaint from the adjacent assisted living facility. He addressed challenges, reported
the school takes in more veterans than any other craft program, commented on their working with
inner-city youth, minorities and women, and urged Council to approve the project.
In response to Mayor Thorne's question, Mr. Alvarado reported the applicant is affiliated with the
American River College and they work with high schools and junior colleges.
In response to Councilmember Olson's inquiry, Mr. Alvarado reported veterans coming directly
out of the military move directly into apprenticeships and noted that 4,800 hours of provided
training is "on-the-job."
Daniel Neely, Student, shared his experience at the school and in the union. He spoke positively
about the teachers and classes, updates in best practices, benefits of being a union member, and
expressed his support for the project.
Tony Hernandez, Applicant Staff Member, reported they currently work with the Pleasanton
Unified School District and Pleasanton residents to ensure the public is informed there are
opportunities in the program. In response to Councilmember Brown's question, Mr. Hernandez
reported union carpenters will perform the building construction.
Mayor Thorne closed the public hearing.
Councilmember Brown stated her support for the plan as approved by the Planning Commission.
Councilmember Narum inquired if a landscape plan will be made available. The applicant offered
to work with planning staff to generate a landscape plan. Community Development Director
Beaudin noted Condition No. 25 speaks specifically to that requirement and Condition No. 35
speaks to the landscape maintenance agreement. Councilmember Narum indicated she would
like landscaping as illustrated in the report and wanted to make sure it is green and attractive.
Planning Manager Clark stated there are preliminary landscape plans and they will be further
developed prior to issuance of the building permit.
Councilmember Brown commented on the desire to have drought-resistant landscaping.
Councilmember Pentin expressed his support and inquired whether the siting was purely due to
the need to phase the project and tear down one building while constructing a new one. Mr.
Hernandez responded affirmatively. Councilmember Pentin acknowledged the training the school
provides, noting the trades have been largely forgotten in public schools. He stated the school
provides training for those high school graduates who do not want to attend college.
Mayor Thorne commented on the project, expressed disappointment it will not be directly on the
street, and expressed his support.
Councilmember Brown reported she understands the value of working with your hands, as her
father was a woodshop teacher for twenty years.
City Council Minutes Page 4 of 11 May 15, 2018
