1. -13% for All. This scenario evenly applies the 13.3% reduction in costs to all <br /> subscription levels. <br /> 2. Residential Focus. This scenario reduces the residential 35-gallon cart rate to <br /> below comparable agencies' corresponding rates (holding the residential 96- <br /> gallon cart rate static), and evenly applies the remaining balance to commercial <br /> rates. <br /> 3. Commercial Focus. This scenario reduces the commercial one and two times <br /> per week collection bin rates (all sizes) to below comparable agencies' <br /> corresponding rates (holding the three, four, and five times per week bin rates <br /> static), and evenly applies any remaining balance to all other commercial rates. <br /> 4. Balanced. This scenario reduces the residential 35-gallon cart rate and <br /> commercial one and two times per week collection bin rates (all sizes) to below <br /> comparable agencies' corresponding rates, and evenly applies any remaining <br /> balance to all other commercial rates. <br /> The results of the modeling, as well as a demonstration of how the new rates would <br /> compare to neighboring agency rates under each scenario, are presented in Attachment <br /> 1 . Attachment 1 also presents the percentage of customers subscribing to each <br /> subscription level listed above. <br /> The "-13.3 percent for all"scenario reduces the 96-gallon residential cart rate (which <br /> is currently considerably lower than neighboring communities' 96-gallon rates) even <br /> further below neighboring communities' rates and reduces all other categories to levels <br /> with the range of neighboring communities. <br /> The "Residential Focus"scenario would make the 35-gallon residential cart rate the <br /> least expensive of our neighbors, reduces high volume, high frequency commercial <br /> solid waste rates considerably, and brings all other service level rates within the range <br /> of our neighbors. <br /> The "Commercial Focus"scenario reduces most commercial accounts to be less <br /> expensive than in neighboring communities with residential service falling within the <br /> range charged by our neighbors. <br /> The "Balanced" scenario is very similar to the reduction in the "Commercial Focus" <br /> scenario but also reduces the 35-gallon service rates for residential and commercial <br /> mixed recycling and solid waste to the lowest rates for those service levels in the area. <br /> The subcommittee is recommending to move forward with the "Balanced" scenario as it <br /> realigns rate relationships for both commercial and residential customers, best reflects <br /> City goals, and provides competitive rates in comparison to the regional rate surveys. <br /> All customers will receive a reduction in their current rate with the exception of the <br /> residential 96-gallon cart customers whose existing rate ranges from 47% to 99% lower <br /> Page 3 of 5 <br />
