PUBLIC HEARINGS AND OTHER MATTERS <br /> 17. Public Hearing: PUD-125, Carpenters Training Trust Fund — Consider an application for Planned <br /> Unit Development (PUD) development plan to demolish an existing, approximately 68.000- <br /> square-foot building and construct an approximately 87,000-square-foot two-story Carpenter's <br /> Training Center (CTC) building and outdoor training and storage yard with associated site <br /> improvements located at 2350 Santa Rita Road <br /> Planning Manager Ellen Clark presented a staff report. A PowerPoint Presentation was displayed. <br /> Slides were presented to reflect the proposed project including: Proposal for PUD to demolish and <br /> reconstruct the existing Carpenter's Training Center (CTC) facility at 2350 Santa Rita Road, <br /> project timeline, existing site views, vicinity map, site plan, architecture, current versus proposed <br /> operations (increased use), parking analysis (phasing plan to include alternate parking sites off- <br /> site), proposed landscape plan: Santa Rita frontage, views from Santa Rita Road (frontage and <br /> sidewalk), and conclusions and recommendations. <br /> Planning Manager Clark reported receiving correspondence from David Blackwell, Legal Counsel <br /> for the Applicant, providing rebuttals to staff's recommendations and revisions to the Conditions of <br /> Approval. <br /> Mayor Thorne noted the staff report states the outside work will not have further impacts in terms <br /> of noise and inquired regarding the location. Planning Manager Clark stated it is very similar to the <br /> existing location and referenced the Noise Analysis. She added staff performed an analysis of the <br /> various setbacks in the area and noted the Setback Comparison. In response to Mayor Thorne's <br /> question, Planning Manager Clark reported many of the buildings in the area have parking out <br /> front. <br /> Community Development Director Gerry Beaudin referenced the Bike and Pedestrian Master Plan <br /> and reported the thought was, over time, this would transition into a more bike- and pedestrian- <br /> friendly corridor. <br /> Councilmember Olson asked if the new facility would be constructed and the existing facility <br /> would be demolished, and Planning Manager Clark confirmed that to be accurate. He inquired <br /> regarding the art piece and Planning Manager Clark stated staff agreed it should be more <br /> substantial than was proposed. <br /> Community Development Director Beaudin added that the Planning Commission deferred the <br /> matter of the art piece to the Civic Arts Commission for further review and consideration. <br /> Councilmember Brown referenced the corner where the Eden Villa Assisted Living is located and <br /> reported there is a bio-swell and an existing use for project training. She spoke about maintaining <br /> the area around the assisted living facility in a quiet and respectful manner, and inquired <br /> regarding the types of uses that could be located in the area. Planning Manager Clark reported <br /> the site has a training facility and a storage area. Councilmember Brown indicated her preference <br /> that it remain a quieter use and continue as a storage facility. <br /> Community Development Director Beaudin addressed the location of the project and training <br /> area, referenced the completed noise study, and reported there will be an eight-foot CMU wall to <br /> ensure the area is noise-buffered and protected. <br /> Councilmember Brown noted the applicant's legal counsel requested striking a condition requiring <br /> the developer to implement an incentive program to employees encouraging the use of alternative <br /> transportation. Community Development Director Beaudin understood the applicant's concerns <br /> about ongoing operational costs, and it is not typical to add such a condition.
