Councilmember Olson reported recently attending a seminar at Stanford University and shared three take-away conclusions including good collaboration among agencies regarding this subject, the fact Orange County has been doing this for years, with much success and using a JPA to implement the governmental side of the project. He noted that California is a desert, and there is a need to go forward with this project. He spoke in support of continuing the effort. Councilmember Pentin believed the single use of water is over and recycling/potable reuse is moving forward in the future. The reliability factor and the need for more water is upon us to make decisions now and noted this work needs to be done. Councilmember Narum agreed with the need to continue the work and felt there needs to be another step addressing public outreach. Councilmember Brown felt Council needs to tread lightly in terms of offering the public water that has been through a purification process. She reported in 2000, the public voted for an advisory measure, Measure J, where 27% said yes and three times that said no. She noted the need for a check-in, a public workshop and to educate the public before Council, as policymakers, goes forward. Mayor Thorne felt the public's response was so dramatic, he would never proceed without addition public input. Currently, more information is needed, and he expressed concerns with the costs. He indicated he would like to see the potential for grant funding before going to the public. MOTION: It was m/s by Olson/Pentin to authorize staff, in coordination with the Tri-Valley Water Liaison Committee, to continue to explore additional technical investigation of potable reuse technologies and further evaluate how potable reuse improves regional water supply reliability compared to other supply options, with periodic updates to the Council. Motion passed by the following vote: Ayes: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne Noes: None Absent: None MATTERS INITIATED BY COUNCIL - None COUNCIL REPORTS Councilmember Brown announced that June 22nd, in Dublin, the Wheels LAVTA will have a ribbon- cutting for the first shared, autonomous vehicle. ADJOURNMENT There being no further business, the meeting was adjourned at 10:12 p.m. The Council extended a tribute to our nation's men and women serving in the military. We wish to honor the memories of those who have died in past wars in defense of our country, including those who have died in the current conflicts in Iraq, Afghanistan and Syria.
