BACKGROUND <br /> The City and the County have maintained a First Responder Advanced Life Support <br /> Services agreement, in one form or another, for many years. Prior to the 2011 <br /> agreement, the City signed a similar five (5) year agreement in June 2004 that expired <br /> June 30, 2009. A two (2) year extension to that agreement was signed in June 2009. <br /> In 2011 a new agreement was negotiated between the County and agency/city <br /> providers. The agreement has had two (2) amendments, the first signed in May 2016 <br /> extending the term to October 31, 2017 and the second signed in September 2017, <br /> extending the term of the agreement to June 30, 2018 and transferring ownership of ten <br /> (10) pieces of EMS equipment from the County to the City. The agreement and <br /> amendments included revenue reimbursements paid to the City intended to offset the <br /> cost of providing paramedic service. The Third Amendment extends the term of the <br /> agreement through June 30, 2019 and eliminates the reimbursement payments made to <br /> the City. <br /> DISCUSSION <br /> City staff have been monitoring the FRALS agreement and the associated negotiations <br /> with the regional private provider of ambulance and patient transportation services, <br /> Paramedics Plus, over the past months. City staff have also met and conferred with <br /> other regional vested parties including the City of Livermore, the Alameda County Fire <br /> Department and other affected Fire Departments that provide EMS services and would <br /> be affected by this Amendment. Staff recommends signing the Amendment as a viable <br /> alternative does not exist at this time.
