THE CTY OF GEOLOGIC HAZARD ABATEMENT 2 <br /> DISTRICT AGENDA REPORT <br /> pLE ASANTON. <br /> June 19, 2018 <br /> Engineering <br /> TITLE: ADOPT RESOLUTIONS APPROVING THE ANNUAL ASSESSMENTS <br /> FOR THE GEOLOGIC HAZARD ABATEMENT DISTRICTS (GHAD) FOR <br /> LAUREL CREEK ESTATES, LEMOINE RANCH ESTATES, MOLLER <br /> RANCH, AND OAK TREE FARM <br /> SUMMARY <br /> A Geologic Hazard Abatement District (CHAD) is a property assessment district that is <br /> formed to conduct annual geologic and storm drainage infrastructure monitoring, annual <br /> maintenance and repair work of slope stabilization infrastructure, as well as to repair <br /> significant landslides or other geologic movement should it occur periodically within the <br /> District. The source of funding for the CHAD is an annual assessment from each <br /> property within the District. <br /> There are four GHADs within the City of Pleasanton: Laurel Creek Estates, Lemoine <br /> Ranch Estates, Moller Ranch, and Oak Tree Farm. All GHADs are located on the west <br /> side of Foothill Road. <br /> This report proposes assessments to be levied on properties within each of the four <br /> GHADs for the upcoming 2018/2019 tax year. It is recommended that all GHADs, with <br /> the exception of Laurel Creek Estates, have their annual assessment increased by the <br /> allowed two percent for tax year 2018/2019. It is recommended that Laurel Creek <br /> Estates annual assessment remain the same as last year. <br /> RECOMMENDATION <br /> 1. Convene as the Board of Directors for the Laurel Creek Estates, Lemoine Ranch <br /> Estates, Moller Ranch, and Oak Tree Farm GHADs; and open and hold a Public <br /> Hearing to receive comments regarding the levy of annual assessments for each of <br /> the GHADs. <br /> 2. Adopt a resolution confirming the assessments and order that the amount of the <br /> assessments be levied against each parcel of property within each district that is <br /> benefitted thereby. <br /> 3. Direct the Clerk of the District to record a notice of assessments. <br /> 4. Appropriate $316 from the Sewer Fund (430) and $902 from the Water Fund (420) <br /> to the respective GHADs to pay city assessments. <br /> FINANCIAL STATEMENT <br /> Funding of these GHADs will have a minimal financial impact on the City. Due to <br /> Proposition 218, the City now pays for two parcels within the Laurel Creek Estates <br /> ($784), one parcel within the Moller Ranch District ($118), and one parcel within the <br />
