BACKGROUND <br /> The City is responsible for the proper management of hazardous materials stored at the <br /> Operations Services Center, including the timely and lawful disposal of accumulated <br /> hazardous waste at least once every six months. The City also needs a contractor <br /> capable of responding to emergency and non-emergency situations (e.g., containing <br /> and cleaning up major spills of hazardous materials on City streets or waterways and <br /> the closure of homeless encampments) that require services beyond City staff's <br /> capacity to provide internally. Performance of these services require permits, licenses, <br /> and professional credentials that the City does not possess. Examples include, but are <br /> not limited to, the California Hazardous Waste Transporter Registration, California <br /> Highway Patrol Hazardous Material Transportation License, US Department of <br /> Transportation Pipeline and Hazardous Materials Safety Administration Hazardous <br /> Materials Certificate of Registration, 40-hr Hazardous Waste Operations and <br /> Emergency Response training, hazardous waste characterization training, and blood <br /> borne pathogen safety training. Currently, staff must request quotes each time a service <br /> is needed, resulting in delays and undependable, pricey services. A contractor that <br /> provides a single point of contact and a turnkey package of services is needed. <br /> DISCUSSION <br /> Staff conducted outreach including sending individual invitations to bid to thirteen (13) <br /> contractors with the necessary qualifications and placing local newspaper ads. Four (4) <br /> proposals were submitted by PSC Industrial Outsourcing, LP (dba HydroChemPSC), <br /> Environmental Logistics, Inc., Clean Harbors Environmental Services, Inc., and Patriot <br /> Environmental Services, Inc. The bidders were asked to: describe their related work <br /> experience; provide an implementation plan for routine hazardous waste management <br /> and emergency response; include a list of key personnel and their qualifications; include <br /> an equipment list and hourly rates; and provide unit disposal rates and estimated annual <br /> disposal costs for the contract's three-year term based on projected annual hazardous <br /> waste inventories. The chosen contractor is expected to perform the following activities: <br /> • Semi-annual collection of routinely generated hazardous wastes. <br /> • Waste sampling, characterization, profiling, packaging, transport, and disposal. <br /> • Facility/equipment cleaning and decontamination. <br /> • Nonemergency projects such as closure, decontamination, and disposal of <br /> wastes from homeless encampments. <br /> • Emergency response that requires rapid mobilization of equipment within two <br /> hours of notification. <br /> Interviews were conducted with Patriot Environmental Services and HydroChemPSC. <br /> Staff recommends executing a contract with HydroChemPSC because of their projected <br /> lower waste transportation and disposal costs and quicker response time. In addition, <br /> HydroChemPSC has demonstrated both breadth and depth in their in-house emergency <br /> response capabilities. They also have extensive experience in performing similar <br /> services for regional utilities. <br /> Page 2 of 3 <br />
