Councilmember Pentin noted the maximum is based on the anticipated full build-out of the City. <br /> He commented on other factors, including consideration of State affordable housing requirements. <br /> He indicated there is a responsibility to act accordingly and use local control appropriately. He <br /> looked forward to the next presentation of the item. <br /> Mayor Thorne mentioned hearing a report that this is one of the ways communities like <br /> Pleasanton are keeping housing from being built. He expressed concern the State will come up <br /> with a way to limit how much the City can charge. City Manager Fialho reported one of the most <br /> influential lobbying groups in Sacramento is the Homebuilders Association. The term "maximum" <br /> could invite a counter reaction the City would not like. Another variable besides population growth <br /> is the number of projects. Staff will explore every option to make sure what the City charges <br /> makes sense to the public and City Council. <br /> Mayor Thorne inquired whether the calculations take into consideration the City receiving money <br /> from Measures BB, RM3 and SB1. City Manager Fialho reported that the `delta" and everything <br /> above the line of the 19% must be funded in different ways. <br /> Councilmember Olson inquired whether the City's traffic problems could be solved if the City were <br /> to have all the money it needs at build-out. Traffic Engineer Tassano responded affirmatively and <br /> reported staff has identified improvements in place to maintain acceptable levels of service. <br /> In reply to Councilmember Brown's inquiry, Traffic Engineer Tassano stated there are <br /> improvements to First Street the City could make to improve the levels of service. <br /> Mayor Thorne inquired regarding the impacts of Highway 84 on First Street and Traffic Engineer <br /> Tassano estimated it will help reduce fall and spring traffic to summer-traffic levels. <br /> Councilmember Brown inquired whether the maximum numbers are a true nexus of actual costs <br /> and Assistant City Manager Dolan stated the City would be negatively impacted because of their <br /> effects on housing production. He added he is not concerned regarding single-family or multi- <br /> family fees but expressed concern with other uses such as affordable housing. The State would <br /> look at whether or not the City is proportionally higher than surrounding communities. <br /> 18. Consider adoption of the Pleasanton Community Farm Master Plan located on the Bernal <br /> Property <br /> Assistant City Manager Brian Dolan presented a report on the Pleasanton Community Farm <br /> Master Plan addressing review by the community and the Parks and Recreation Commission. He <br /> presented their recommendations, the vision statement, staff recommendations, and a review of <br /> the timeline since the last City Council consideration of the Community Farm Master Plan. <br /> MD Fotheringham. Landscape Architect, addressed site locations. Sub-Area 7 existing conditions, <br /> proposed farm uses, parking areas, user groups, amendments presented to the Parks and <br /> Recreation Commission, benefits to the community, operators, lease areas, illustrative plans, <br /> proposed buildings, the Garden Patch area, Row Crop area, Grange Roof Plan, the Learning <br /> Center. Sub-Area 16 existing conditions, land/farm uses, illustrative plans. and landscape buffers. <br /> Assistant City Manager Dolan addressed the phasing plan for Sub-Area 7 noting there is still no <br /> operator identified for Sub-Area 16 and some of the elements could be years in moving forward. <br /> He presented next steps and noted amendments from the Parks and Recreation Commission. <br /> Those proposed by the City Council will be incorporated into the final document before presenting <br /> final consideration of including it in the Annual Work Plan and Capital Improvement Plan, He <br /> summarized staff recommendations, including proposed amendments for Council's consideration. <br /> City Council Minutes Page 6 of 8 May 1. 2018 <br />
