RESOLUTION NO. 18-1023 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> ADOPTING AN ADDENDUM TO THE INITIAL STUDY/MITIGATED NEGATIVE <br /> DECLARATION FOR THE RECYCLED WATER PROJECT <br /> WHEREAS, on September 16, 2014, by Resolution No. 14-710, the City of Pleasanton <br /> City Council adopted a Final Initial Study/Mitigated Negative Declaration for the Recycled Water <br /> Project for the construction of up to approximately 22 miles (115,200 linear feet) of 6-inch to 18- <br /> inch pipeline as well as approximately 3.2 miles (16.500 lineal feet) of existing pipeline that will <br /> be repurposed from abandoned or existing potable pipelines (Proposed Project) in accordance <br /> with the requirements of the California Environmental Quality Act (CEQA) and state and local <br /> guidelines implementing CEQA; and <br /> WHEREAS, after incorporating design efficiencies into the pipeline infrastructure for the <br /> Proposed Project, this resulted in the need for a new booster pump station at the Ken Mercer <br /> Sports Park to have sufficient pressure for irrigation and the City, as the lead agency under <br /> CEQA, prepared an Addendum to the Initial Study/Mitigated Negative Declaration; and <br /> WHEREAS, the City voluntarily provided for a 15-day comment period which was <br /> published on April 12, 2018 and ended on April 27, 2018 with no comments received; and <br /> WHEREAS, the City's Addendum to the Initial Study/Mitigated Negative Declaration for <br /> the Proposed Project concludes that the proposed booster pump station will not result in any <br /> new significant impacts, substantially increase the severity of the previously disclosed impacts, <br /> and/ or involve any of the other conditions related to changed circumstances or new information <br /> that can require a subsequent or supplemental EIR under Public Resources Code §21166 and <br /> CEQA Guidelines § 15162 beyond hose impacts and conditions already identified in the City's <br /> Final Initial Study/Mitigated Negative Declaration; it therefore is appropriate for the City to <br /> approve the proposed changes to the Proposed Project. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. The City Council has: (1) independently reviewed and analyzed the <br /> CEQA Addendum and other information in the record and has considered the information <br /> contained therein prior to acting upon or approving the Proposed Project; (2) the CEQA <br /> Addendum to the Initial Study/Mitigated Negative Declaration prepared for the Proposed Project <br /> has been completed in compliance with CEQA and is consistent with State and local guidelines <br /> implementing CEQA; and (3) the Addendum represents the independent judgment and analysis <br /> of the City as lead agency for the Proposed Project. The City designates the City's Director of <br /> Operation Services as the custodian of documents and records of proceedings on which this <br /> decision is based. <br /> SECTION 2. The City Council does hereby adopt the Addendum to the Initial <br /> Study/Mitigated Negative Declaration prepared for the Proposed Project. The Addendum, <br /> Addendum, Final Initial Study/Mitigated Negative Declaration and Mitigation Monitoring and <br /> Reporting Program are: (1) on file with the City at its Operation Services Center at 333 Busch <br /> Road, Pleasanton; and (2) available for inspection by any interested party. <br />
