Mr. Tassano reported staff would conduct another after-study and commented on the differences between that and a pilot program. The after-study would require another 67% of voters to remove or make changes. Additionally, he stated he would not be opposed to allowing a left turn out but has concerns with allowing a left turn in. Councilmember Olson stated volume and speed go together and felt the city needs to do a better job of monitoring speed through the neighborhood and suggested placing cameras. He believed a left turn out is reasonable. Councilmember Narum agreed and acknowledged there will be people inconvenience but what it really comes down to is improved public safety. She agreed with monitoring traffic in the area and determine if the plan is working. In reply to Councilmember Pentin's question regarding whether bicycles are banned from making right turns, City Traffic Engineer Tassano stated no, it should be allowed, and staff will consider accommodating bicyclists through the area. Mayor Thorne agreed with Council colleagues and commented on safety trumping convenience, any day of the week. He stated he would like to see positive results in the after-study. MOTION: It was m/s Pentin/Olson to approve the revised Laurel Creek Traffic Calming Plan, with the addition of the left turn-out. The motion passed by the following vote: Ayes: Councilmembers Narum, Olson, Pentin, Mayor Thorne Noes: None Absent: Councilmember Brown MATTERS INITIATED BY COUNCIL In response to Mayor Thorne's question, City Manager Fialho reported the Mayor has authorized a joint letter on SB 827, staff met with the city's lobbyist, who suggested that no additional letter go out until the initial negotiations occur. He reported the letter would have to be agendized, but the lobbyist recommends waiting. COUNCIL REPORTS Mayor Thorne reported on a trip to Washington D.C. noting it was successful in terms of getting a lot of interest because of the Administration's interest in infrastructure and the city has money available for highway and rail improvements. The city will attempt to get it listed in the Administration's projects which will allow projects to move forward, quickly. He commented on Highway 84 being a possibility if the June (RM3) ballot measure passes and SB1 is not recalled.
