Additionally, she addressed access <br /> to the Sunflower Hill property by nearby residents. <br /> Mayor Thorne questioned access to public transportation and Associate Planner Hagen reported <br /> one of the Conditions of Approval, as part of the Irby Ranch Development, was that the work with <br /> LAFTA to determine if the existing bus stop was sufficient, and they will have a new pullout <br /> directly in front of the new Tree Park at Irby Ranch and a new bus shelter. <br /> Councilmember Narum asked whether there is list of this permitted and/or prohibited and <br /> Associate Planner Hagen reported she does not have a list but stated the only things permitted <br /> are on-site amenities to the residences. Leasing of the building to an outside organization would <br /> require a CUP. Councilmember Narum addressed building colors and asked whether they will <br /> match the color of the rest of the development, and Community Development Director Beaudin <br /> deferred to the project architect. <br /> Laurie Moffet-Fehlberg, Dahlin Group, reported the architecture digs into the roots of the existing <br /> agrarian architectural style and will blend nicely with existing structures. She addressed the <br /> community center, surrounding streets, landscaping, colors, working with the scale of the existing <br /> community, the courtyard, and connectivity to other areas onsite. <br /> Mayor Thorne asked for clarification of a "dark sky standard" and Ms. Moffet-Fehlberg said it has <br /> to do with the type of lighting used. Dark sky lighting has cut-off shields, so the light is focused <br /> where it is desired and not in neighbors' view sheds. <br /> Mayor Thorne opened the public hearing. <br /> John Bauer reported addressing Council previously with concerns that after the residential portion <br /> was approved there was no guarantee the Sunflower Hill Development would be built. He was <br /> glad he was proven wrong, commented positively on the project and encouraged Council to vote <br /> yes. <br /> Sblend Sblendorio, Innovation Tri-Valley Leadership Group, spoke in support of the project noting <br /> the need for more and thanked Council for its consideration. <br /> Mayor Thorne closed the public hearing. <br /> Councilmember Narum complemented the Dahlin Group for implementing changes suggested by <br /> city staff and the Planning Commission. She commented positively on the location noting it is near <br /> many useful amenities and liked that the city is retaining a portion of the land. <br /> Councilmember Pentin reported he has been a supporter of Sunflower Hill since he was first <br /> introduced to it. He was pleased that the city's under-served community is now visible and the <br /> project can lead the way for other similar communities to be built. He hoped it will be used as an <br /> example for community benefit in other developments. He noted more of these types communities <br /> need to be built. He hoped everyone will understand the changing housing climate in California <br /> and upcoming bills may lead to this type of opportunity not being available. <br /> Councilmember Olson commented positively on the work in this matter and complemented the <br /> Planning Commission and architects for working together on this project. <br /> Mayor Thorne thanked city staff and the Planning Commission and commented positively on this <br /> project.
