BACKGROUND The East Bay Regional Communications System Authority (EBRCSA) was developed and operates as a shared radio communications infrastructure enabling interoperability between user agencies in Alameda and Contra Cost Counties. The EBRCSA system began as a Frequency Division Multiple Access (FDMA) system and will transition to a Time Division Multiple Access (TDMA) system. This change will double the bandwidth of the system which currently requires queuing to transmit. The queuing is not readily discernable at this time but with anticipated growth in the system, and if mutual aid responders are added, it could become a significant issue. The Police Department's hand-held radios were last upgraded in 2012 when they joined EBRCSA and are TDMA compatible. Our mobile (vehicle) radios were not upgraded at that time and are not TDMA compatible. Notwithstanding the upgrade, current police mobile radios have gone beyond their expected life and are in need of replacement. Motorola is the only authorized vendor for communications equipment and services for the EBRCSA. Redcloud Inc. is the designated Motorola vendor in our area and will be the installation provider. Prior to purchase and installation of the radios and associated equipment and software, the City Manager and City staff will evaluate the appropriate timeline for replacement of the radios, determine whether existing radios and supporting equipment can be refurbished with replacement parts, and whether the proposed new equipment can be supported by the manufacturer for a suitable timeframe to maximize the City's investment. This extra due diligence will be performed in coordination with EBRCSA.
