BACKGROUND <br /> The East Bay Regional Communications System Authority (EBRCSA) was developed <br /> and operates as a shared radio communications infrastructure enabling interoperability <br /> between user agencies in Alameda and Contra Cost Counties. The EBRCSA system <br /> began as a Frequency Division Multiple Access (FDMA) system and will transition to a <br /> Time Division Multiple Access (TDMA) system. This change will double the bandwidth <br /> of the system which currently requires queuing to transmit. The queuing is not readily <br /> discernable at this time but with anticipated growth in the system, and if mutual aid <br /> responders are added, it could become a significant issue. The Police Department's <br /> hand-held radios were last upgraded in 2012 when they joined EBRCSA and are TDMA <br /> compatible. Our mobile (vehicle) radios were not upgraded at that time and are not <br /> TDMA compatible. Notwithstanding the upgrade, current police mobile radios have gone <br /> beyond their expected life and are in need of replacement. Motorola is the only <br /> authorized vendor for communications equipment and services for the EBRCSA. <br /> Redcloud Inc. is the designated Motorola vendor in our area and will be the installation <br /> provider. <br /> Prior to purchase and installation of the radios and associated equipment and software, <br /> the City Manager and City staff will evaluate the appropriate timeline for replacement of <br /> the radios, determine whether existing radios and supporting equipment can be <br /> refurbished with replacement parts, and whether the proposed new equipment can be <br /> supported by the manufacturer for a suitable timeframe to maximize the City's <br /> investment.
