Following receipt of initial comments on the preliminary application, a formal PUD <br /> application was submitted on May 10, 2017, which was presented to the Planning <br /> Commission at a workshop on July 26, 2017. After reviewing the application, staff was <br /> generally supportive of the project and provided the applicant with comments that <br /> encouraged the applicant to reconsider the placement of the proposed CTC building to <br /> provide more of a street presence along Santa Rita Road. Concerns were also raised <br /> regarding: the location of the outdoor training yard; potential noise impacts on adjacent <br /> neighbors; and the amount of parking provided, including whether there was sufficient <br /> parking to accommodate demand at the facility and office building during all phases of <br /> construction and build-out. <br /> Public Hearings <br /> Various iterations of the project were presented to the Planning at a workshop on July <br /> 26, 2017, and public hearings on December 13, 2017, March 14, 2018, and <br /> April 25, 2018. <br /> Additional information on the prior review process, and changes made to the project <br /> during that process, are outlined in more detail in the Agenda Reports included in <br /> Attachments 4, 5, and 6. <br /> At the December 13, 2017 meeting, the Commission directed the applicant to consider <br /> alternative phasing options to allow the proposed building to be moved closer to the <br /> street and continued the hearing. At the March 14, 2018 meeting, additional options <br /> were not presented and staff was not supportive of the proposed revisions and <br /> continued to recommend the building be moved closer to Santa Rita Road. Since the <br /> applicant had indicated they were not willing to make this change, staff recommended <br /> the Commission deny the application. At the conclusion of the hearing, the Commission <br /> reached consensus that with additional landscaping and screening features along the <br /> Santa Rita Road street frontage to better screen the proposed parking lot from view, the <br /> project could be supported. By a unanimous vote, the Planning Commission continued <br /> the public hearing and directed the applicant to revise their plans to enhance the <br /> landscaping, public art, and site screening along the Santa Rita Road street frontage <br /> and provide new renderings to illustrate the frontage changes. The Commission <br /> directed staff to draft a resolution recommending approval of the project with conditions <br /> of approval. <br /> April 25, 2018 Public Hearing <br /> Based on the Planning Commission's direction, the applicant submitted revised plans <br /> and renderings Attachment 3 (Exhibit B) which included new stone "gabion-style" (wire <br /> boxes filled with rock — shown in Figure 1 of this report) walls and weathered steel <br /> screen panels along the Santa Rita Street frontage, a new art piece, and new visual <br /> renderings illustrating the Santa Rita street frontage. In addition, the applicant <br /> reconfigured the entry driveway to allow greater visibility of the building's focal point <br /> from Santa Rita Road. After reviewing the revised plans, the Planning Commission <br /> recommended approval of the project. <br /> Page 3 of 13 <br />
