City of Pleasanton Recycled Water Project <br />CEQA Addendum <br />Chapter 1 Introduction <br />This Addendum assesses the environmental impacts of adding a new booster pump station to the City of <br />Pleasanton's (City) proposed Recycled Water Project (Proposed Project). The City, as the lead agency <br />under the California Environmental Quality Act (CEQA), will consider the potential incremental <br />environmental impacts of the proposed booster pump station when it considers whether or not to approve <br />this change to the Project. This Addendum is an informational document and is intended to be used by <br />the City under Public Resources Code section 21166 and the related CEQA Guidelines, specifically <br />sections 15162 through 15164.' <br />The conclusion of this Addendum is that the proposed change will not result in new significant impacts, <br />substantially increase the severity of previously disclosed impacts or involve any of the other conditions <br />related to changed circumstances or new information that can require a subsequent or supplemental EIR <br />under Public Resources Code section 21166 and CEQA Guidelines section 15162 beyond those impacts <br />and conditions already identified in the City's Final Initial Study/Mitigated Negative Declaration <br />(IS/MND) (SCH #2014062084) (also referred to as IS/MND throughout this document), which was <br />certified and approved by the City on September 16, 2014. As discussed in this Addendum, CEQA and <br />the CEQA Guidelines do not require a subsequent or supplemental negative declaration or environmental <br />impact report for the proposed Project change. <br />1.1 California Environmental Quality Act (CEQA) <br />For a proposed modified project, State CEQA Guidelines (Sections 15162 and 15164) provide that an <br />Addendum to an adopted IS/MND may be prepared if only minor technical changes or additions are <br />necessary or none of the following conditions calling for the preparation of a subsequent IS/MND have <br />occurred: <br />• Substantial changes in the project which require major revisions to the IS/MND due to the <br />involvement of new significant environmental effects or a substantial increase in the severity of <br />previously identified significant effects; <br />• Substantial changes with respect to the circumstances under which the project is undertaken <br />which require major revisions to the IS/MND due to the involvement of new significant <br />environmental effects or a substantial increase in the severity of previously identified significant <br />effects; or <br />• New information of substantial importance, which was not known and could not have been <br />known with the exercise of reasonable diligence at the time of IS/MND adoption, shows any of <br />the following: <br />i) The project will have one or more significant effects not discussed in the IS/MND, <br />ii) The project will result in impacts substantially more severe than those disclosed in the <br />IS/MND, <br />iii) Mitigation measures or alternatives previously found not to be feasible would in fact be <br />feasible and would substantially reduce one or more significant effects of the project, but <br />the project proponent declines to adopt the mitigation measure or alternative, or <br />' The CEQA Guidelines are contained in Title 14 of the California Code of Regulations. <br />April 2018 1-1 <br />
