However, since construction activities could substantia ly increase ambient noise levels at noise - <br />sensitive locations, construction noise could result in potentially significant, albeit temporary, impacts to sensitive <br />receptors. Compliance with the City noise ordinance and implementation of the following mitigation measures is <br />expected to reduce impacts related to construction noise, to a less -than -significant level. <br />IS/MND Mitigation Measures: <br />• Mitigation Measure NOI-1: Limit Construction Hours <br />• Mitigation Measure NOI-2: Locate Staging Areas away from Sensitive Receptors <br />• Mitigation Measure NOI-3: Maintain Mufflers on Equipment <br />• Mitigation Measure NOI-4: Idling Prohibition and Enforcement <br />• Mitigation Measure NOI-5: Equipment Location and Shielding <br />Project Change Discussion: <br />The proposed changes to the Proposed would have the same impacts on noise and sensitive receptors as the Original <br />Proposed Project. The addition the new booster pump station would not result in any new noise impacts as was <br />evaluated in the IS/MND. Also, the construction activities associated with the new booster pump station would be <br />substantially the same as they were originally described in the IS/MND. The Revised Proposed Project therefore <br />would not have any incrementally significant effects on noise and sensitive receptors as defined in CEQA Guideline <br />section 15162(a). <br />Population and <br />Housing <br />IS/MND <br />Page 3-34 <br />NI <br />No <br />No <br />No <br />Yes <br />IS/MND Discussion: <br />The Proposed Project would not induce population growth either directly or indirectly. The Proposed Project/Action <br />would be to serve the City with up to 2,500 afy of tertiary treated recycled water for irrigation purposes. This would <br />help supplement the City's current groundwater supplies, but would not be a sufficient supply to induce urban <br />growth in the area. Construction of the Proposed Project/Action would avoid the need to demolish any existing <br />houses and would not affect any other housing structures. In addition, construction, operation, and maintenance <br />would not result in any substantial increase in numbers of permanent workers/employees. Therefore, no impacts are <br />anticipated and no mitigation is required. <br />IS/MND Mitigation Measures: <br />• None identified or necessary. <br />Project Change Discussion: <br />The proposed changes to the Proposed would have the same impact on population and/or housing as the Original <br />Proposed Project. The addition of the new booster pump station would not induce growth and thus would not result <br />in any new impacts to population growth as was evaluated in the IS/MND. Also, the construction activities <br />associated with the new booster pump station would be substantially the same as they were originally described in <br />the IS/MND.
