BACKGROUND <br /> The 2017 Curb & Gutter Removal/Replacement project consisted of removing and <br /> replacing 6,961 square feet of sidewalk that presented potential tripping hazards, 2,006 <br /> lineal feet of cracked curb and gutter that had drainage problems, and installing 32 new <br /> pedestrian ramps for ADA. In addition, this project included improvement work on behalf <br /> of East Bay Regional Park District at the intersection of Foothill Road and Jerlin Place, <br /> related to the Castleridge Trailhead project; and bicycle/pedestrian improvements at the <br /> intersection of Bernal Avenue/Stanley Boulevard/Valley Avenue identified in the Bicycle <br /> Pedestrian Master Plan. <br /> The pedestrian ramp, sidewalk, and curb and gutter work that was a part of this project <br /> included work that was originally budgeted for in three separate projects: 2017 Curb and <br /> Gutter Removal and Replacement project, CIP No. 16509; the Annual Sidewalk and <br /> Intersection Ramp Installation project, CIP No. 16505; and the Annual Sidewalk <br /> Maintenance project, CIP No. 16512. <br /> On March 21, 2017, Pleasanton's City Council awarded the contract to the lowest <br /> responsible bidder, Empire Engineering, in the amount of $711,092.50. Council <br /> authorized the Director of Engineering to approve change orders up to the project <br /> contingency amount of $71,109. The project has since been completed and is ready for <br /> acceptance. <br /> DISCUSSION <br /> Budget <br /> Funding for the project was provided by $250,000, from the Annual Curb and Gutter <br /> Replacement Project, CIP No. 16509, and transfers from the Annual Sidewalk and <br /> Intersection Ramp Installation, CIP No. 16505, in the amount of $71,551 and from the <br /> Annual Sidewalk Maintenance, CIP No. 16512, in the amount of 125,000. A portion of <br /> work that was completed by the City of Pleasanton on behalf of the East Bay Regional <br /> Parks District was included in the project and is on a reimbursement basis totaling <br /> $40,000. Additionally, an appropriation from the Gas Tax Fund totaling $352,992 was <br /> needed to complete the funding for the project. <br /> A total of eight change orders, including a balancing change order, were issued for this <br /> project, addressing unforeseen items such as additional potholing, relocation of an <br /> irrigation line, removal and disposal of asphalt concrete pavement under the sidewalk in <br /> front of the Pleasanton Library on Old Bernal Avenue, and the installation of additional <br /> storm drainpipe at the intersection of Stanley Boulevard and Valley Avenue. <br /> Additionally, work to remove and replace curb, gutter and sidewalk along St. Mary <br /> Street was issued in order to correct water ponding and potential sidewalk tripping <br /> issues. <br /> The project came in under budget primarily due to reduced consulting services required <br /> for the project and a reduced quantity of work performed, based on the field <br /> measurements. <br /> Page 2 of 3 <br />
