Ordinance No.2178 <br /> Page 4 <br /> EXHIBIT A <br /> FINDINGS <br /> Purpose of JDEDZ Transportation Fee <br /> The City has identified the approximately forty acres comprised of the twelve parcels <br /> located at 7106-7315 Johnson Drive and 7035 and 7080 Commerce Circle in <br /> Pleasanton, California as the Johnson Drive Economic Development Zone (the <br /> "JDEDZ"). The JDEDZ contains a mixture of land uses, with the predominant land use <br /> being light industrial. Over the years, the JDEDZ has suffered from a lack of <br /> investment, underutilized properties and aging infrastructure. The City, through a <br /> variety of techniques, intends to transform the JDEDZ into a thriving commercial <br /> corridor with new land-uses and services to generate new tax revenues to help support <br /> City services and programs, and allow property owners to enjoy additional uses for their <br /> property. <br /> To implement the JDEDZ, the City Council approved: (1) a Supplemental Environmental <br /> Impact Report ("SEIR"); (2) a General Plan Amendment to change the land use <br /> designation of the JDEDZ site from Business Park (Industrial/Commercial and Office) <br /> and General and Limited Industrial to Retail/Highway/ Service Commercial; Business <br /> and Professional Offices; and (3) a Planned Unit Development Rezoning to rezone the <br /> JDEDZ site from Planned Unit Development-General and Light Industrial (PUD-G&LI) <br /> District, Planned Unit Development Industrial/Commercial-Office (PUD I/C 0) District, <br /> and General Industrial (I-G-40,000) District to PUD-C District. <br /> To implement the City's goals for the JDEDZ and as a necessary first step in <br /> encouraging new businesses to locate in the JDEDZ, various public roadway <br /> improvements need to be completed along Johnson Drive and Commerce Drive and <br /> Stoneridge Drive. The proposed street improvements are described in more detail in <br /> the SEIR for the JDEDZ. ("JDEDZ Street Improvements"). <br /> The purpose of the JDEDZ Transportation Fee is to: (1) help mitigate the impact new <br /> development in the JDEDZ will have on the City's transportation system; and (2) adopt <br /> a fair and equitable method of funding some of the JDEDZ Street Improvements. <br /> Use of the JDEDZ Transportation Fee <br /> The JDEDZ Transportation Fee will be used to help finance the construction of some of <br /> the JDEDZ Street Improvements, including the following: <br /> • Commerce Drive at Johnson Drive Signal (Mitigation 4.D-1a) <br /> • Johnson Drive at Owens Drive (North) Signal (Mitigation 4.D-1b) <br /> • Johnson Drive at Stoneridge Drive Intersection - left turn (Mitigation 4.D-1c) <br /> • Stoneridge Drive and 1-680 On-ramp widening - Caltrans ROW (Mitigation 4.D- <br /> 1d) <br /> • Johnson Drive widening (Mitigation 4.D-3) <br /> Reasonable Relationship between the Use of the JDEDZ Transportation Fee and <br /> the Type of Development in the JDEDZ <br /> New development in the JDEDZ will contribute an additional burden to the City's <br /> transportation infrastructure. Fee revenues that are collected from this new <br /> development will be spent to directly offset this burden by improving the existing <br /> transportation infrastructure as well as constructing new infrastructure to accommodate <br /> the projected growth. <br />
