Vice Mayor Olson opened the public hearing. Hearing and seeing no one wishing to address <br /> Council, Vice Mayor Olson closed the public hearing. <br /> MOTION: It was m/s by Narum/Pentin to introduce and waive first reading of Ordinance No. 2178 <br /> amending Title 3 of the Pleasanton Municipal Code to add a new Chapter 3.44 establishing a <br /> Johnson Drive Economic Development Transportation Fee and adopt and waive full reading of <br /> Resolution No. 18-1014 amending the Master Fee Schedule to set said fee. Motion passed by <br /> the following vote: <br /> Ayes: Councilmembers Narum, Pentin, Vice Mayor Olson <br /> Noes: None <br /> Absent: None <br /> Abstain: Mayor Thorne <br /> Recuse: Councilmember Brown <br /> Councilmember Brown returned to the dais; Mayor Thorne did not rejoin the meeting. <br /> 15. Pulled from the agenda - Consider adoption of policies for sustainable water supplies <br /> MATTERS INITIATED BY COUNCIL <br /> Councilmember Pentin referenced a previous speaker's comments regarding a waiting list for Meals- <br /> on-Wheels and asked whether the City Council or the City can do anything to resolve the issue. <br /> City Manager Fialho reported all non-profits that have applied for funding are able to repeat the same <br /> story in that there are not enough funds to completely cover their needs. The City is currently using a <br /> system that responds to the requests, which is not a strategic way of allocating General Fund <br /> resources. The Human Services Commission suggested assessing the real needs to maximize the <br /> limited resources where they will do the most good. When the matter returns to the City Council in <br /> 2019-20, the goal is to have a more thoughtful recommendation on how the funds will be allocated. <br /> Councilmember Pentin noted that sometimes allocation must be done piecemeal. He shared his <br /> experience with his mother receiving Meals-on-Wheels and noted the program and staff kept her alive. <br /> He felt this could be an important area where the City could fill the need. <br /> Vice Mayor Olson stated the way he views the strategic process there would be fewer buckets to which <br /> to allocate funds. <br /> Councilmember Narum commented on the possibility of donating produce from places such as Open- <br /> Heart Kitchen to the Meals-on-Wheels program. <br /> City Manager Fialho reported staff will investigate the matter and noted there are scholarship programs <br /> available as well. <br /> COUNCIL REPORTS <br /> Councilmember Brown reported that last Sunday the Pleasanton Partnerships in Education (PPIE) held <br /> a 5K/10K/15K race and she walked the 10K with thousands of Pleasanton residents who came out to <br /> offer their support. <br /> Councilmember Narum reported the Mosquito Abatement District purchased a drone which will be used <br /> to treat mosquitos along the Coast and Bay. <br /> City Council Minutes Page 7 of 8 April 17, 2018 <br />
