Housing Program Manager Hernandez presented details of the action plan for the use of Federal <br /> Community Development Block Grant Funds, noting it is a requirement for the City to receive its <br /> annual allocation of CDBG funds, and will inform HUD of exactly what activities the funds will <br /> provide for, and addressed recommendations. <br /> Mayor Thorne opened the public hearing. <br /> Lara Calvert, Spectrum Community Services, reported the home-bound elderly rely on Spectrum <br /> Community Services' Meals-on-Wheels program for nutritious meals and safety and wellness <br /> checks. She indicated the City of Pleasanton has increased the amount of funding over the years <br /> and thanked the Human Services Commission for recommending 86% of the total request this <br /> year. She stated their demand has increased over 50% over the past two years and do not have <br /> enough funding to meet the demand. She asked the City to partner with them to reduce the <br /> Pleasanton wait list. <br /> Rick Schussel, Spectrum Community Services Volunteer, spoke in support of the program and <br /> reported the opportunity to interact with the home-bound elderly, face-to-face is just as important <br /> as the meals they receive. He thanked the City for its support and urged continued support. <br /> Sharon Aminy, 211.org Program Manager, Eden I & R, thanked the City for its past and current <br /> support and asked for continued support for the next fiscal year. She presented information <br /> regarding the 211 program and services it provides. <br /> Mayor Thorne closed the public hearing. <br /> Councilmember Pentin acknowledged the Human Services Commission and staff had to make <br /> difficult choices with limited funding allocations. He hoped that others can step forward to meet <br /> increasing needs. <br /> Councilmember Olson reiterated the need to find a way to increase the percentage of funds to <br /> more close match the requests, particularly in surplus years. He noted needs and the mix of <br /> needs has changed over the years, and felt that gaps in service delivery areas should be regularly <br /> evaluated. <br /> Councilmember Narum thanked the Commissions for their work and accepted the challenge of <br /> allocating limited funds to meet strategic gaps in services in the community. She agreed with <br /> considering multi-year contracts and using future surpluses to meet some of the community <br /> needs. <br /> Councilmember Brown thanked the Human Services Commission and staff for their work on this <br /> item and noted the importance of having the ability to increase funds in difficult years. She <br /> thanked volunteers and indicated she will support the motion. <br /> Mayor Thorne commented positively on the work of the Human Services Commission and voiced <br /> support for the motion. <br /> MOTION: It was m/s by Pentin/Olson to adopt and waive full reading of Resolution No. 18-1013 <br /> approving the allocation of Federal and City Funds relative to the Housing and Human Services <br /> Grant and Community Grant Programs for Fiscal Year 2018-19; approved the Action Plan for the <br /> use of Federal Community Development Block Grant Funds; and directed staff to explore the <br /> multi-service contract model and consider how to increase the general funding in surplus years. <br /> Motion passed by the following vote: <br /> City Council Minutes Page 5 of 8 April 17, 2018 <br />
