MEETING OPEN TO THE PUBLIC <br /> 11. Presentation of a Proclamation proclaiming April 2018 Fair Housing Month <br /> Councilmember Olson read and presented the proclamation declaring April 2018 Fair Housing Month. <br /> Mr. Doerlich accepted the proclamation and gave a brief history of the Congressional legislation relative <br /> to Fair Housing and spoke about its importance in building community. He thanked the City Council for <br /> the proclamation and acknowledgement. <br /> 12. Public Comment - None <br /> Mayor Thorne inquired regarding the results of a hearing as related to the Weiner Housing Bill. City <br /> Manager Fialho reported it did not make it out of committee. There were several hundred people who <br /> were only allowed to make 10- or 15-second comments and it is still unclear as to whether it will be <br /> turned into a 2-year bill or will die in committee. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> Items No. 14.A. and 14.B. were heard prior to Item No. 13 at the Mayor's request. <br /> 13. Public Hearing: Consider approval of Fiscal Year 2018-19: <br /> (a) Allocations of Housing and Human Services Grants and Community Grant Program Funds <br /> (b) Action Plan for the use of Federal Community Development Block Grant Funds <br /> Mayor Thorne announced Items 14.a and 14.b will be heard concurrently. <br /> Community Services Manager Jay Ingram provided details of the report addressing the review <br /> process. <br /> Housing Program Manager Steve Hernandez reported on the FY 2018-19 Funding Available <br /> including Housing and Human Services Grants, noting CDBG funds have a 15% cap that can be <br /> used for public services; a 20% cap for administration; and the remaining 65% can be used for <br /> capital projects. He addressed the City's General Fund, Home Funds and Lower-income Housing <br /> Funds. <br /> Community Services Manager Ingram presented details of Community Grants under the Arts & <br /> Culture and Youth Commissions, FY 2018-19 applications received, and funding <br /> recommendations. <br /> Housing Program Manager Hernandez addressed details of the Funding Recommendations <br /> under Housing and Human Services Grants including the organizations requesting funding, <br /> amounts requested and programs which will be covered by the funding. <br /> Community Services Manager Ingram presented details of Funding Recommendations under <br /> Community Grants noting all applicants will receive some level of funding. He presented a <br /> summary of the report, including staff recommendations. <br /> In response to Mayor Thorne's question regarding the multi-year service contract model <br /> mentioned in the report, Community Services Manager Ingram reported a multi-year contract <br /> would allow service providers to plan for and provide core safety net services such as food or <br /> City Council Minutes Page 3 of 8 April 17, 2018 <br />
