Therefore, the City <br /> anticipates a phased approach with amenities developed based on the readiness of the <br /> operators and assurance of successful integration into the City's overall park system. <br /> Staff recommends the City Council refer to the April 12, 2018 Parks and Recreation <br /> Commission agenda report (Attachment 3) and the Draft Master Plan (Attachment 1) for <br /> additional detail regarding the Draft Master Plan design, funding, phasing and related <br /> information. <br /> DISCUSSION <br /> As indicated previously, the Parks and Recreation Commission's November 9, 2017 <br /> agenda report includes a summary of neighborhood comments and addresses how they <br /> will be addressed and incorporated in the Master Plan. Listed below is a summary of <br /> public and Parks and Recreation Commission comments at the April 12, 2018, meeting <br /> and staff's responses to those comments. (These comments are also detailed in a <br /> memorandum from Management Partners, Inc. and included as Attachment 4.) Note <br /> that some of the recommended amendments appear more than once in various Master <br /> Plan locations but only the most significant are included in recommended amendments <br /> (Attachment 2).
