BACKGROUND <br /> Well #5 is one of three potable water production wells owned and operated by the City. <br /> It is a 200 horsepower deep well submersible motor pump made by manufacturer Byron <br /> Jackson which is owned and distributed by Flowserve Corporation. Well #5 typically <br /> produces up to 8 percent of the city's total drinking water used throughout the year. The <br /> replacement of Well #5 was authorized by Council on December 5, 2017 with a repair <br /> schedule and cost estimates based on normal weekday labor pay rates. However, due to <br /> the unique traffic and pedestrian challenges inherent to the work zone, on February 20, <br /> 2018, Council approved a change order for additional overtime pay estimated at <br /> $29,880, to shift as much of the work to the weekend. The weekend overtime actual cost <br /> was $12,220, leaving a project balance of$17,660 to be used toward the well <br /> rehabilitation work estimated at $77,389. <br /> DISCUSSION <br /> Following the removal of the well's pump, Utilities staff performed a video inspection of <br /> the well casing and discovered that 65-75 percent of the screened sections of the well <br /> are plugged with encrustation and mineral deposits that can reduce well efficiency and <br /> can potentially damage the pump in the future.
