2. Summarize the objectives and outcomes identified in the Plan <br /> The Action Plan includes a detailed table that describes this year's priorities and objectives along <br /> with goals and objectives from the five-year Consolidated Plan for fiscal years 2015 through 2019. <br /> The City's performance relative to its annual objectives can be reviewed in detail in the most <br /> recent Consolidated Annual Performance & Evaluation Report (CAPER) for FY2016 that was <br /> produced by the Alameda County HOME Consortium. This document is available for review at <br /> the City of Pleasanton offices or its website at www.cityofpleasantonca.gov. <br /> A continuing impediment to affordable housing development is the occasional negative <br /> perception of affordable housing held by many members of the public. The City of Pleasanton <br /> provides local funding to East Bay Housing Organizations (EBHO) to implement an ongoing <br /> program which aimed at improving people's perceptions and understanding of affordable <br /> housing. In conjunction with other Tri-Valley cities, the City of Pleasanton will collaborate with <br /> EBHO in FY2018 to sponsor activities related to Affordable Housing Week, held annually in May. <br /> As stated previously, the City has provided Lower Income Housing Funds and HOME Funds for <br /> the renovation of the former PHA-owned Kottinger Place apartments. The City has been working <br /> since the mid-1990's with small nonprofit agencies such as East Bay Innovations, Bay Area <br /> Community Services (BACS), and REACH (formerly HOUSE, Inc.) to secure housing for persons <br /> with specials needs. The City provides housing resource information targeted specifically at <br /> housing needs for persons with disabilities and provides funding for Community Resources for <br /> Independent Living (CRIL) to assist persons with disabilities. <br /> In 2016 and 2017, the City has been working with Sunflower Hill to develop specialized housing <br /> and related supportive services for persons with autism and related disorders. In July 2016 the <br /> City approved an Affordable Housing Agreement to make available a 1.35 acre site for a 30-unit <br /> housing development by Sunflower Hill. The agency plans to submit specific development plans <br /> in the near future. <br /> Pleasanton has provided tenant-based rental assistance through the Tri-Valley Housing <br /> Scholarship Program since 1999 in collaboration with the City of Livermore using HOME funds for <br /> rental subsidies and local funds for case management services. In 2018, those activities will be <br /> modified by Abode Services to assist households who are homeless or at risk through the Tri- <br /> Valley Rapid Rehousing Program. The City will utilize local HHSG funds in FY2018 to provide <br /> counseling and case management services for households with special needs. <br /> The Section 8 certificate and voucher program is currently coordinated through the Housing <br /> Authority of the County of Alameda. The City coordinates with HACA to promote the inclusion <br /> of Section 8 vouchers holders by local landlords through annual outreach and an educational <br /> DRAFT Annual Action Plan 4 <br /> 2018 <br /> OMB Control No:2506-0117(exp.07/31/2015) <br />
