AP-35 Projects - 91.420, 91.220(d) <br /> Introduction <br /> This section of the Action Plan includes the programs and activities which the City of Pleasanton <br /> will carry out to implement its Housing and Community Development Strategic Plan during <br /> FY2018-2019. <br /> This section describes individual activities to be funded with FY2018-2019 Community <br /> Development Block Grant (CDBG) funding. The City's use of HOME funding is addressed <br /> separately under the County's section of the Consolidated Plan. This section also includes a <br /> description of how Pleasanton will ensure geographic distribution of its resources, the process <br /> by which assistance will be distributed in the case that an activity location is currently unknown <br /> (e.g., the City's Housing Rehabilitation Program), activities benefiting homeless and other special <br /> needs populations, and other local or state programs being used to further the jurisdiction's <br /> housing and community development goals. <br /> # Project Name <br /> 1 Open Heart Kitchen -Senior Meal Programs <br /> 2 City of Pleasanton - Housing Rehabilitation Program <br /> 3 City of Pleasanton Axis Section 108 Loan Repayment <br /> 4 Tri-Valley Haven Capital Improvement Project <br /> 5 Axis Community Health—Phase 2 Dental Clinics <br /> 6 City of Pleasanton -Administration <br /> Table 6—Project Information <br /> Describe the reasons for allocation priorities and any obstacles to addressing underserved needs <br /> As recommended by the City's Human Services Commission and Housing Commission and <br /> approved by the Pleasanton City Council, Open Heart Kitchen's Senior Meal Programs will be <br /> funded with CDBG public services in FY 2018-2019. <br /> The City will continue to repay its HUD Section 108 Loan, in accordance with the 20-year <br /> repayment schedule for the $950,000 HUD Section 108 Loan, which is shared with the cities of <br /> Dublin and Livermore, used to complete the Axis Community Health Clinic. <br /> The City also allocated CDBG capital improvements funds to assist Tri-Valley Haven to <br /> substantially rehabilitate its facilities and Axis Community Health as it attempts to construct and <br /> operate dental clinic that will serve Tri-Valley, including Pleasanton residents, low-income <br /> residents who do not have access to affordable dental care. <br /> The main obstacles to addressing the City's underserved needs are: 1) the continued funding <br /> reductions to the CDBG and HOME programs, and 2) the available funding is far below what is <br /> necessary to address all the needs. <br /> DRAFT Annual Action Plan 22 <br /> 2018 <br /> OMB Control No:2506-0117(exp.07/31/2015) <br />
