Mr. Sowell provided information about Police <br /> Department restrictions and the Walmart Parking lot being the only permitted location. <br /> Chairperson Soby closed the meeting for public comment at 8:32 p.m. <br /> Commissioner Kizilolgu stated that she felt the City of Pleasanton has failed and commented on <br /> availableCDBG, LIHF, and HOME funds. She felt the City needed to apply more funds from the <br /> General Fund. <br /> Mr. Dolan noted that City Council and staff know programs are not perfect and need to be <br /> reviewed when moving forward but this Commission should still make a recommendation to City <br /> Council based on staff's recommendations, or a split recommendation from the Commission <br /> and staff. He strongly encouraged the Commission to act and stated that staff would look at all <br /> things to be explored. <br /> Commissioner Welsh asked for information about a Master Lease Program that the City of <br /> Fremont has with Abode. Mr. Guel provided information about a tenant based rental agreement <br /> in which the tenant is named on the lease and in a Master Lease Abode is on the agreement <br /> and sub-leases to the tenant and tenants pay varying amount. Commissioner Welsh asked for <br /> information on how this was funded. <br /> Commissioner Welsh stated that she approves of the funding recommendations provided by <br /> staff with the request that staff investigate the possibility of exploring a Master Lease Program <br /> that could address some of the issues. She felt this would help with issues in the future. Mr. <br /> Dolan stated that adding that to the recommendation that will go to City Council would be a <br /> good step to take. <br /> Commissioner Kizilolgu indicated she could also approve funding recommendations but <br /> expressed concern about something that might be added in the fine print and would ask the City <br /> of Pleasanton to generate funds that don't have strings attached. <br /> Chairperson Soby agreed but felt other things need to be looked at also. He noted that the <br /> Commissioner had discussed some time ago about receiving more frequent updates from <br /> agencies and would like to be sure this could be done on a quarterly or semi-annual basis. Mr. <br /> Dolan discussed the difficulty of getting agencies to present on a quarterly basis when they <br /> have received a small funding amount. Mr. Hernandez advised that reporting is already being <br /> done and at the February meeting the Commission had received semi-annual reports from <br /> agencies. <br /> Commissioner Kizilolgu commented on finding solutions for people like Mr. Sowell and felt it <br /> was unfair to wait to find solutions and something needed to be determined now. <br /> A motion was made by Commissioner Welsh, seconded by Commissioner Galvin, to approve <br /> the funding recommendations provided by staff with a request that City Council allow staff to <br /> explore a Master Lease Program to expedite rehousing with as few restrictions attached <br /> aspossible. <br /> Housing Commission <br /> March 15, 2018 <br /> Page 5 <br />
