Review of Federal HOME Funds and City Lower Income Housing Funds Related to the <br /> Housing and Human Services Grant (HHSG) Program for Fiscal Year 2018/19 <br /> Mr. Hernandez provided a PowerPoint presentation outlining the annual process for distribution <br /> of Housing and Human Services Grant (HHSG) funds through the Human Services and Housing <br /> Commissions. He advised that in 2010 the City implemented the HHSG program and combined <br /> CDBG Funds, HOME Investment Partnership Program Funds, Low Income Housing Funds, and <br /> City General Funds into a single streamlined grants program. <br /> Commissioners were informed that a total of 28 applications had been received, 23 of which <br /> had been reviewed by the Human Services Commission at their March 7, 2018 meeting and the <br /> remaining 4 are to be considered by the Housing Commission at this meeting. The Housing <br /> Commission's recommendations will focus on housing related projects/programs and <br /> applications received from Abode Services, Eden Council for Hope and Opportunity ECHO), <br /> Community Resources for Independent Living (CRIL), Tri-Valley REACH, and Habitat for <br /> Humanity. Commissioners were reminded by Mr. Hernandez, that except for Tri-Valley REACH, <br /> the agencies requesting funding had presented their programs/projects to the Commission at <br /> the February 2018 meeting. <br /> Mr. Hernandez reviewed with Commissioners the amount of funds being requested by the <br /> agencies and the funds available to be allocated. He noted that the City received annual <br /> allocations of federal HOME funds through membership in the Alameda County HOME <br /> Consortium, however, not notification has been received yet regarding the allocation to be <br /> received for FY 2018/19, so staff is estimating that $83,034 will be available for FY 2018/19 <br /> projects. Therefore, adjustments may need to be made by staff to projects funded with federal <br /> HOME dollars. <br /> Additionally, Mr. Hernandez commented on the funding recommendations made by staff. He <br /> noted that staff was recommending funding for the Abode Hope Outreach and Tri-Valley Rapid <br /> Rehousing Programs for FY 2018/19 and that unused carry-over funds from FY 2016/17 and FY <br /> 2017/18 be used to fund these projects. He noted that CRIL had not requested funding the <br /> previous year and the Human Services Commission had recommended that staff look at the <br /> possibility of the Tri-Valley REACH project being funded by the Housing Commission. Mr. <br /> Hernandez also advised that Habit for Humanity was instructed not to submit a request for <br /> additional funding as there were sufficient unused funds remaining from its original contract that <br /> began in October 2016 and extends through June 30, 2018, but staff is recommending the <br /> Housing Commission <br /> March 15, 2018 <br /> Page 1 <br />
