Presentation of proclamation proclaiming March 2018 as American Red Cross Month <br /> Varsha Clare and Jan Peterson thanked the City Council for the proclamation and described the <br /> services provided by the organization, especially those services provided by volunteers, in <br /> responding to disasters. <br /> 14. Presentation of medals to Foothill High School "We the People" team <br /> The City Council presented the students with medals and they were also addressed and <br /> congratulated by Assemblymember Catharine Baker. <br /> 15. Public Comment— None <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 16. Consider adoption of Ordinance No. 2175 to amend the contract between the California Public <br /> Employees' Retirement System (CaIPERS) and the City of Pleasanton to include Section 20516 <br /> (Employees' Sharing Additional Cost) of an additional 1.5% for Classic CaIPERS Local Police <br /> Members of the City of Pleasanton <br /> Director of Human Resources Debra Gill noted this was the second reading of the Ordinance. It <br /> authorizes a contract amendment with CaIPERS as a result of the agreement with the Pleasanton <br /> Police Officer's Association. The contract was approved by the City Council and includes <br /> increased employee contributions to CaIPERS, effective June 2, 2018, to bring them to a total of <br /> 12% for classic members. This action meets the PEPRA goal. Memorialization of this action <br /> requires adoption of an ordinance. <br /> MOTION: It was m/s by Pentin/Narum to adopt and waive second reading of Ordinance No. 2175 <br /> to amend the contract between the California Public Employees' Retirement System (CaIPERS) <br /> and the City of Pleasanton to include Section 20516 (Employees' Sharing Additional Cost) of an <br /> additional 1.5% for Classic CaIPERS Local Police Members of the City of Pleasanton. Motion <br /> passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Pentin, Olson, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> 17. Consider adoption of a resolution approving a Franchise Agreement with Pleasanton Garbage <br /> Service, Inc. for solid waste, recyclable materials, and organic material services and a resolution <br /> approving a Rate Reserve Agreement with Pleasanton Garbage Service, Inc. <br /> Brian Dolan, Assistant City Manager, presented the item which includes a proposal for two <br /> agreements. The first is memorialized by a resolution approving the franchise agreement with <br /> Pleasanton Garbage Service, Inc. (PGS) and the second is a smaller rate-reserve agreement, <br /> which came about as part of contract negotiations as related to the operating reserve surplus. He <br /> commented the City has worked with the contractor since the 1970's, over which time regulations <br /> and requirements have evolved, with greater expectation of services by rate-payers and <br /> residents. The goals for the new franchise agreement included having a state-of-the-art service <br /> model, reduce collection rates, transfer risks for unexpected operating costs from the rate payer <br /> back to the provider, increase city's franchise fee, switch to cost-based to index-based model, <br /> eliminate cost-carryovers, increase transparency of related-party financial interactions, and a <br /> reasonable franchise term. <br /> City Council Minutes Page 3 of 12 March 20,2018 <br />
