RESOLUTION NO. 17-981 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> ACCEPTING THE MAPPING OF THE SOUTHEAST HILLS PURSUANT TO <br /> MEASURE PP <br /> WHEREAS, in 2008, Pleasanton votes passed Measure PP, the "Save Pleasanton's <br /> Hills and Housing Cap initiative", with the stated purpose to protect our City from uncontrolled <br /> growth and the impact it has on ridgelines and hillsides, traffic, schools, water supply, and our <br /> overall quality of life; and <br /> WHEREAS, the City Council adopted Southeast Hills Mapping as a Work Plan Priority <br /> out of a desire to minimize future land-use conflicts by providing clarity to property owners and <br /> the City on issues related to slope and ridgeline setbacks, consistent with Measure PP <br /> restrictions; and <br /> WHEREAS, through Geographic Information Systems (GIS) mapping, site visits, <br /> studies of neighboring communities, and additional research, City of Pleasanton staff prepared <br /> maps of the Southeast Hills and methodology for identifying slopes, ridgelines, and ridgeline <br /> setbacks; and <br /> WHEREAS, on October 25, 2017, a duly-noticed public hearing was held by the <br /> Planning Commission of the City of Pleasanton on the Southeast Hills mapping, and the <br /> Commission considered all public testimony, agenda reports, and related materials, and the <br /> recommendations of staff; and <br /> WHEREAS, the Planning Commission unanimously recommended the City Council <br /> accept the mapping presented and asked that staff evaluate alternatives to defining "spurs" <br /> that would be exempt from Measure PP; and <br /> WHEREAS, on its meeting of December 5, 2017, the City Council of the City of <br /> Pleasanton reviewed the mapping and methodology presented of the Southeast Hills pursuant <br /> to Measure PP; and <br /> WHEREAS, the City Council determined the project is categorically exempt from the <br /> California Environmental Quality Act (CEQA) pursuant to Section 15308 of the CEQA <br /> Guidelines, as it is an action by a regulatory agency for the protection of the environment. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE <br /> FOLLOWING: <br />
