DISCUSSION <br /> The City continues to receive complaints regarding the early use of leaf blowers <br /> especially within residential zoned districts. <br /> The most consistent and enforceable manner to resolve this ongoing leaf blower noise <br /> issue is by deleting PMC Section 9.04.045. By deleting this section, it will bring the <br /> regulation of noise created by leaf blowers into conformance with general noise <br /> standards. This will make the noise ordinance more uniform for enforcement and will <br /> reduce the amount of noise created prior to 8 a.m. in residential areas. Future violations <br /> will be easier to enforce by Code Enforcement and/or the Police Department as there <br /> will no longer be any exception for leaf blowers. The proposed code amendment aligns <br /> with the General Plan Noise Element (Goal 1 and Policy 2) regarding reducing outdoor <br /> noise levels in existing residential areas. This will be accomplished by reducing the <br /> amount of time per day the operation of leaf blowers will be permitted. The deletion of <br /> PMC Section 9.04.045 will also benefit the residents' of Pleasanton by providing more <br /> hours of quiet enjoyment at their homes. <br /> ALTERNATIVE OPTIONS <br /> Alternative Option No. 1: No Changes to Existing Noise Ordinance <br /> Selecting this option will keep the existing noise ordinance unchanged.
