possibility is that the second bridge may have to be built at a higher deck surface <br /> elevation at the crossing, which again could interfere with existing bridge. Because we <br /> now have questions about the feasibility of constructing a second parallel bridge, staff is <br /> recommending that this assumption be studied prior to entering a contract to begin <br /> design, environmental documents, and permitting. If it is determined that a second <br /> bridge is feasible, subsequent work will be based upon this study. If it is determined that <br /> a second bridge is not feasible, the City will need to consider the schedule for complete <br /> bridge replacement. The question will be whether the bridge will be replaced as a <br /> routine project, or will the bridge be replaced only when it is critical due to the existing <br /> bridge no longer being able to stay in service? It should be noted that the existing bridge <br /> is sound and can service all crossings for the foreseeable future. Note that if it is <br /> feasible to construct a second parallel bridge while the existing bridge is in service, the <br /> crossing of the ADLL will not be affected while the new bridge is being built. Similarly <br /> the new bridge would be designed to serve all traffic so when the existing bridge is <br /> replaced at some point in the future the crossing would remain in service. <br /> A Request for Qualifications (RFQ) was advertised in January 2016 seeking proposals <br /> from consulting firms interested in assisting the City with the project as budgeted in the <br /> CIP, which included design and permitting. Four firms responded with Statements of <br /> Qualifications. Staff interviewed all four firms and chose BCA as the most qualified to <br /> perform the required scope of work. Development of the detailed scope of work and fee <br /> negotiations with BCA began thereafter. It was at that time that the effects of the Winter <br /> 2015/16 became apparent. The agreement staff is recommending that City Council <br /> approve today is only for the feasibility study.
