STRUCTUAL ENGINEERING IN THE <br /> AMOUNT OF $93,917 TO EVALUATE THE FEASIBLITY OF <br /> CONSTRUCTING A SECOND BRIDGE TO SERVE EASTBOUND BERNAL <br /> AVENUE TRAFFIC ACROSS THE ARROYO DA LA LAGUNA <br /> SUMMARY <br /> The existing Bernal Avenue Bridge across the Arroyo de la Laguna (ADLL) was built in <br /> 1941. The bridge currently serves both eastbound and westbound vehicular traffic, with <br /> a narrow pedestrian sidewalk on the south side. There are no bike lanes on the bridge. <br /> The bridge is considered Fracture Critical in accordance with National Bridge Inspection <br /> Standards (NBIS). As such, if the bridge were to become structurally damaged through <br /> either a natural cause, such as an earthquake, or through some other cause such as a <br /> vehicle strike, it would be removed from service and not repaired. It is recommended <br /> that City Council approve a professional Services Agreement with the structural <br /> engineering firm of Biggs Cardosa Associates, Inc. (BCA) to evaluate the feasibility of <br /> constructing a second parallel bridge to the south of the existing bridge. The second <br /> bridge would be designed to serve eastbound traffic (motor vehicles, bicycles, and <br /> pedestrians), but could serve both east and westbound traffic for an interim period <br /> if/when removal and replacement of the existing bridge becomes necessary in the <br /> future. <br /> RECOMMENDATION <br /> Approve a professional services agreement with BCA in the amount of $93,917 to <br /> evaluate the feasibility of constructing a second parallel bridge to serve eastbound <br /> Bernal Avenue traffic across the ADLL. <br /> FINANCIAL STATEMENT <br /> The amount of$450,000 is budgeted in the CIP Project No. 05526 to evaluate the <br /> feasibility of constructing a second bridge across the ADLL. The budgeted amount is <br /> also adequate to begin preparation of plans and specifications necessary to prepare <br /> environmental and permitting applications. The proposed $93,917 is only to analyze the <br /> feasibility of constructing a second bridge. Preparation of documents necessary to <br /> environmentally permit the construction would be a future phase dependent on this <br /> proposed feasibility study findings. There is an additional $2,264,924 in the project <br /> budget intended to be used toward the construction of a bridge. <br />
