Mayor Thorne called for a recess at 9:05 p.m. The meeting reconvened at 9:15 p.m. with all Members <br /> present except Mayor Thorne. <br /> 16. Presentation and discussion of proposed Johnson Drive Economic Development Zone <br /> Transportation Fee <br /> Vice Mayor Olson announced the Mayor has recused himself on this matter and left the Chamber. <br /> Director of Finance Tina Olson presented the staff report on the Johnson Drive Economic Development <br /> Zone; the purpose of the JDEDZ, transportation improvements required to accommodate increased <br /> daily trips at full build-out; allocation of $15 million dollars for transportation improvements, timing of <br /> development and unknown retail; proposed transportation fee; credits and next steps. <br /> Councilmember Pentin asked whether staff has a number for the right-of-way credits on all parcels and <br /> Ms. Olson reported the total estimated cost for the right-of-way is $1.5 million, which will mostly be on <br /> Johnson Drive, but staff will not know the exact right-of-way to be required from each parcel until they <br /> complete the detailed design. <br /> Mr. Fialho reported Council will set the upper limit the City can recover, and staff would structure an <br /> ordinance accordingly, which would be presented to Council. He addressed the possibility of a property <br /> owner not being able to pay the fee and commented on fee recovery being a Council policy and noted <br /> the need to not create an unfair condition between property owners. The City would need to be <br /> universal in its approach and staff will push for as much recovery as possible. <br /> Councilmember Brown commented against getting less than 100% recovery and questioned why the <br /> City would give away taxpayer money. City Manager Fialho reported the City recognizes property <br /> owners will be dedicating right-of-way and have commissioned a lot of work that has been accounted <br /> and tracked and staff may recommend Council consider that. <br /> Vice Mayor Olson noted there were no speakers to address this item. <br /> MOTION: It was m/s Pentin/Narum to have staff work to finalize the transportation fee, work with <br /> property owners and bring the matter back to Council for future consideration. <br /> Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Pentin, Vice Mayor Olson <br /> Noes: None <br /> Absent: None <br /> Recused: Mayor Thorne <br /> MATTERS INITIATED BY COUNCIL - None <br /> COUNCIL REPORTS <br /> Councilmember Pentin reported Stop Waste, is accepting grant applications for reuse and repair, food <br /> waste reduction, source reduction and recycling. <br /> Councilmember Brown announced the last two tennis courts will officially open tomorrow. <br /> ADJOURNMENT <br /> City Council Minutes Page 8 of 9 January 16, 2018 <br />
