BACKGROUND <br /> The last revision of the Emergency Operations Plan (formerly known as the <br /> Comprehensive Emergency Management Plan) was done in 2005. Since its last major <br /> update, there have been a number of policy and industry changes that affect how the <br /> City might respond to a disaster. <br /> DISCUSSION <br /> To receive preparedness grants or post disaster related funding, both State and Federal <br /> Legislation require emergency operations plans which integrate the Standardized <br /> Emergency Management System (SEMS) and the National Incident Management <br /> System. The legislation includes the California Emergency Services Act, Homeland <br /> Security Presidential Directive 5 and the Robert T. Stafford Disaster Relief and <br /> Emergency Assistance Act. <br /> In November 2016, City staff initiated an update and revision to the 2005 <br /> Comprehensive Emergency Management Plan. Tetra Tech Inc. was hired to assist the <br /> City with the update. <br /> The EOP identifies the City's emergency planning, organization, response policies, and <br /> procedures. The plan also addresses integration and coordination with other <br /> governmental entities, when required. It is a flexible document, appropriate to use in all <br /> emergencies, and will facilitate response and short-term recovery activities. <br /> The EOP serves as a planning reference for effective response to any emergency or <br /> disaster that could impact the City. It also serves as a legal and conceptual framework <br /> for emergency management in the City of Pleasanton. It establishes policies and <br /> procedures and assigns responsibilities to ensure the effective management of the <br /> emergency operations. It provides information on the emergency management <br /> structure, including how and when the Emergency Operations Center (EOC) is <br /> activated. <br /> The plan integrates the following emergency management, response, and coordination <br /> systems: <br /> • Incident Command System (ICS) <br /> • Standardized Emergency Management System (SEMS) <br /> • National Incident Management System (NIMS) <br /> The Emergency Operations Plan is the foundation of the City's emergency management <br /> program. Annexes and appendices to this plan will be updated and developed to <br /> continue to further the City response and recovery capabilities. <br /> Page 2 of 3 <br />
