ORDINANCE NO. 2174 <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> APPROVING THE APPLICATION OF SUNFLOWER HILL, FOR PLANNED UNIT <br /> DEVELOPMENT (PUD) DEVELOPMENT PLAN APPROVAL, AS FILED UNDER CASE <br /> PUD-129 <br /> WHEREAS, Sunflower Hill has applied for Planned Unit Development (PUD) development <br /> plan (PUD-129) approval to construct an affordable 31-unit multi-family residential community for <br /> individuals with special needs, including an approximately 5,000-square-foot community building <br /> with associated site improvements on a vacant 1.64-acre property to be dedicated to the City as <br /> part of the Irby Ranch development generally located at 3780 Stanley Boulevard (the "Project"); <br /> and <br /> WHEREAS, the City Council finds that the Project is substantially consistent with the <br /> previously approved PUD Development Plan PUD-110. which was analyzed in the Addendum to <br /> the Housing Element and Climate Action Plan General Plan Amendment and Rezonings <br /> Supplemental Environmental Impact Report (SEIR) that was prepared and approved as part of <br /> PUD-110, that the conditions described in California Environmental Quality Act (CEQA) <br /> Guidelines Section 15162 have not occurred for the proposed Project, and that the Addendum is <br /> adequate to serve as the environmental documentation for this Project and satisfies all the <br /> requirements of CEQA; and <br /> WHEREAS, after an October 25, 2017 workshop, at its meeting of January 24, 2018, the <br /> Planning Commission adopted Resolution PC-2018-02, determining that the proposed PUD <br /> development plan is appropriate for the site, making findings, and recommending to the <br /> Pleasanton City Council that PUD-129 be approved; and <br /> WHEREAS, on February 6, 2018, the City Council held a duly noticed public hearing on <br /> this application and considered public testimony, agenda report, and related materials, and the <br /> recommendations of the City staff and the Planning Commission; and <br /> WHEREAS, after a review of the materials presented, the City Council determines that <br /> the proposed PUD development plan is consistent with the City's General Plan and purposes of <br /> the PUD ordinance, and by this reference adopts and reaffirms all of the considerations and <br /> findings set forth in Planning Commission Resolution PC-2018-02. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> HEREBY ORDAIN AS FOLLOWS: <br /> SECTIONI. The City Council approves Case PUD-129, the application of Sunflower Hill <br /> for Planned Unit Development (PUD) development plan (PUD-129) approval to construct an <br /> affordable 31-unit multi-family residential community for individuals with special needs, including <br /> an approximately 5,000-square-foot community building with associated site improvements on a <br /> vacant 1.64-acre property to be dedicated to the City generally located at 3780 Stanley Boulevard. <br /> subject to the conditions as shown in Exhibit A, attached hereto and made part of this ordinance <br /> by this reference. <br /> SECTION 2. A summary of this ordinance shall be published once within fifteen (15) <br /> days after its adoption in "The Valley Times," a newspaper of general circulation and the complete <br />
