Mayor Thorne noted the importance of keeping in mind this is a vision of what something may look like, in the future. Councilmember Pentin asked regarding parking and transportation and Community Development Director Beaudin reported there is a Downtown Parking Strategy and Implementation Plan will be incorporated into the Downtown Specific Plan, as appropriate. He added there is a shared parking concept and the idea of building a parking structure will be part of the program. All surface parking lots will be available for infill parking, and there will be opportunities to partner with other agencies to ensure loading/pickup and other transportation-related opportunities. Additionally, he addressed pedestrian connections and circulation through the area. Councilmember Narum referenced the preparation of a red-line update and opined there are still issues that need to be discussed, including definitions of residential standards relative to height versus the number of stories, noting the need for clarity. Ms. Bonn reported staff is planning further discussions with the Task Force with respect to residential infill and believed height will be considered during that conversation as well as the continued community benefit conversation. She stated staff can proposed language to clarify existing ambiguities with the objective of soliciting feedback from the Task Force. Community Development Director Beaudin reported staff will use call-outs to the topic areas that have been raised, when reviewing the existing plan with the Task Force, including topics such as height. Staff is not yet done with public outreach through community meetings, Planning Commission meetings and the Task Force. Mayor Thorne asked if the Task Force will review drawings relative to the Civic Center site and Community Development Director Beaudin reported drawings could be provided and there will be an Implementation and Phasing Plan in the Specific Plan. Drawings will not likely be 3-dimensional unless the Task Force asks for it, specifically, adding it is not in the current budget. He addressed the concept for phasing and offered to have the planned sketched. Councilmember Brown asked whether the Task Force considered affordable housing as a potential community benefit and Community Development Director Beaudin stated that was not the intention and commented on the Community Benefit Program as being perhaps additional green space, or a contribution to the Affordable Housing Fund or other elements identified as community benefits. Councilmember Brown asked whether a hotel was supported by the Task Force and Community Development Director Beaudin reported the Task Force supported the idea of a boutique hotel concept, but there are people questioning its location. Councilmember Brown asked about encouraging roof-top uses and Community Development Director Beaudin reported it has not been discussed but offered to present the idea to the Task Force. Councilmember Brown noted no restaurants listed under EPS, and Community Development Director Beaudin reported restaurants were included under retail. Relative to public investments, Community Development Director Beaudin reported it refers to the possibility of the City being a partner, from a land perspective. The mix of uses was created based on public input and specific venues/amenities may need some sort of public support and there are many ways the City could partner in redevelopment of the area. Councilmember Brown asked whether the proposal includes placing residential and office uses in the present library location and Community Development Director Beaudin it could be included in a final plan: long-term, the library building could be replaced with other buildings.
