This ordinance shall he published once within 15 days aftez i!its adoption in "THE TIMES", a newspaper of general circulation, ~puhlished in the City of Pleasanton and shall he in force immedi- !~ately upon its enactment pursuant to ~36937 of the Government Code iias an excise tax levied upon connection to and use of the sewage ~itreatment plant of the City of Pleasanton in order to fund the ~usual and current expenses related thereto and as being declarative !~and clarifying of the provisions of Ordinance 661 relating to i~S2-15.03 of the Ordinance Code of the City of Pleasanton.
