BACKGROUND <br /> State Assembly Bill 3229 signed by the governor on July 12, 1996 added section 30061 <br /> of the Government Code establishing a statewide fund for allocation to local police <br /> agencies, referred to as the Citizens' Options for Public Safety Program. As required by <br /> the bill, the County of Alameda has established a Supplemental Law Enforcement <br /> Services Fund and has established a committee to oversee and review the annual <br /> expenditures by local agencies from this fund. The funds are allocated to our City based <br /> on population. For COPS Year 21, the City of Pleasanton has received an allocation of <br /> $149,785 and interest of $2,670. <br /> Recommended Expenditures: <br /> The Police Department recommends expenditures for COPS Year 21 be encumbered for <br /> expenditures which support front line law enforcement functions and serve to enhance <br /> public safety. This allocation will be utilized as follows: <br /> • Interview room camera system: An integrated interview room camera system will <br /> enhance the quality of video evidence collection and Public Records Act <br /> compliance with seamless integration into the current video evidence storage <br /> system. <br /> • TruNarc Handheld Narcotics Identification System: A TruNarc system provides <br /> rapid identification of common drugs of abuse, cutting agents and potentially <br /> harmful substances without direct exposure to the substances. <br /> • Less Lethal Delivery System and Alternative Impact Weapons: Less lethal <br /> equipment will improve our options and ability to respond to situations. <br /> • Handgun Lock boxes: These will provide secure storage of handguns in an <br /> unattended vehicle in compliance with Policy 312.4.3. <br /> • Sniper Ballistic Plates: This protection system will allow snipers to integrate into <br /> the SWAT team if needed in a tactical situation. <br /> • Throwbot Video Monitoring Device and SearchStick pole: This equipment will <br /> allow operators to clear hiding areas allowing for a safe standoff distance between <br /> operators and hiding suspects. <br /> • Nalaxone (Narcan): This purchase will give officers the ability to carry and <br /> administer Nalaxone in the event of opiate overdose, potentially reducing the <br /> number of fatal opiate overdoses in the community. <br /> • Advanced Law Enforcement Training: Allocating funds for Blue Courage training <br /> for department personnel will provide practical tools, through a holistic approach, <br /> focused on leadership, diversity inclusion, engagement and accountability to <br /> better deal with the ever changing climate in law enforcement. <br />
