BACKGROUND <br /> Well #5 is one of three potable water production wells owned and operated by the City. <br /> It is a 200 horsepower deep well submersible motor pump made by manufacturer Byron <br /> Jackson which is owned and distributed by Flowserve Corporation. Well #5 typically <br /> produces up to 8% of the total drinking water used in the City throughout the year. The <br /> replacement of Well #5 was authorized by Council on December 5, 2017 with a repair <br /> schedule and cost estimates based on normal weekday labor pay rates. <br /> DISCUSSION <br /> After a field work planning visit with the crane operating professionals on a week day <br /> during Alisal Elementary school hours, the volume of drop-off vehicle traffic into Alisal <br /> School as well as the amount of foot traffic with parents and students walking through or <br /> next to the work zone was an immediate concern. With the reductions in work flow <br /> efficiency to accommodate efforts to reduce the traffic impacts such as reducing crane <br /> operations to times between student drop-off traffic peaks, it was strongly <br /> recommended to consider performing the work on the weekend to avoid most of those <br /> potential conflicts. In addition to significantly reducing the traffic impacts on a major <br /> arterial roadway during non-commute days, it would significantly reduce the potential for <br /> work zone safety challenges with very curious pedestrian onlookers. <br /> Under ideal conditions, the well replacement process would primarily cover one <br /> weekend at the start of the project for the removal phase of the old well and one <br /> weekend at the end of the project for the reinstallation phase of the new well. There will <br /> be at least a three-month span between phases to accommodate the significant <br /> material ordering lead time. This contract change order is the best estimate intended to <br /> cover a worst-case scenario with unexpected delays or complications experienced <br /> during both the removal or reinstallation phases.
