BACKGROUND <br /> Assessment District No 1974-1 funded the installation of the 8-foot wide, 1 .5-inch thick <br /> asphalt path along the east side of Foothill Road from Stoneridge Drive to Canyon Way. <br /> The asphalt path was installed as part of the street landscaping improvements. The <br /> asphalt sidewalk was installed in 1979 and has reached the end of its useful life. Mature <br /> trees adjacent to the path have caused uplifting and cracks from root intrusion into the <br /> asphalt area. Local businesses have contacted the City, requesting repairs to the <br /> sidewalk. <br /> Engineering has reviewed the condition of the asphalt and determined it to be failing <br /> and in need of replacement. Asphalt and concrete were reviewed as material choices, <br /> but it was determined that reinforced concrete would provide the most cost-effective <br /> material to prevent a quick return of the potential tripping hazards caused by the root <br /> intrusion from the adjacent trees. <br /> DISCUSSION <br /> Bids <br /> The engineer's estimate for the project was calculated at $300,000. Sealed bids were <br /> opened on January 30, 2018. A total of fourteen bids were received, ranging from <br /> $287,246 to $431,386 (see Attachment 1). The lowest responsible bid was received <br /> from FBD Vanguard Construction, Inc. in the amount of $287,246, which is <br /> approximately 4 percent lower than the engineer's estimate. All other bid documents <br /> were found to be in order. Past work performed by FBD Vanguard Construction, Inc. <br /> was verified to be satisfactory. Staff recommends award of the construction contract to <br /> FBD Vanguard Construction, Inc. in the amount of $287,246. <br /> Budget <br /> A total of $400,000 was budgeted in the fiscal year 2017-18 for CIP No.17512. The <br /> anticipated total expenditure for this project is $316,464, including $28,725 for a <br /> construction contingency, leaving a balance of $83,800. <br /> Staff recommends that the contingency amount for this project be set at 10 percent of <br /> the construction contract for potential expansion of project limits due to defects that may <br /> become apparent during the demolition phase.
